‘Sometimes stab-proof vest can be useful’

The men and women of Supervision and Enforcement in the municipalities of Harden berg and Omen will soon be wearing stab-proof vests which have reflective tapes. Are the BOAs then so unsafe? BOA’s Ramrodding Mamet (56) and Hank (52) (‘No name in the paper, because we do not always make friends with our work’) Stentor-reporter Ingrid Stinker take part in Descartes and talk about their activities.

The two-way radios swing at the straps of Ramrodding and Hank. They walk from multifunctional center DE Baron DE Australasian. The BOAs, or Extraordinary Investigation Officers, are there to signal the minor offenses. Dog droppings on the sidewalk, car parks that have been parked incorrectly. This afternoon they focus on error parkers in the blue parking zone in the village center.

Red button

The BOAs are also the ears and eyes of the police. With the radios, the men and women have a direct line with the police and the nine other BOAs in the municipalities of Harden berg and Omen.

The brightly colored red button on the radio of the police is still the only grip in emergency situations. The BOAs do not wear safety vests like the police officers and do not have stab stabbing vests or pepper spray or handcuffs as some colleagues in the big cities have.

Complaints

Something similar does not seem necessary on this late summer afternoon. Life apparently continues in Descartes. Women cycle with the panniers full of groceries and on a vacant terrace a couple settles down and orders a coffee. But how different is that sometimes in the evening hours and during the weekend. There are many complaints about hard riders through the shopping street, hanging youth at the coffee shop or elsewhere in the village.

The village is also recovering from the stabbing at the beginning of August, which became a 34-year-old resident fatal. The BOAs were not involved in the assistance. Such reports go directly to the police, ” Henk says. He judges that the stabbing is an exceptional situation for Descartes; a preliminary low in a lingering neighbor’s quarrel.

Shout

The BOAs are trained to keep a distance in some situations. It is better to signal the police. Yet it sometimes happens to you that you end up in an unsafe situation, says Ramrodding Mamet while he walks past the local coffee shop. His colleague stops and points to the parking place in front of the shop. I was here at the door of the coffee shop to hand out a ticket and then suddenly someone came out screaming loudly. ” More people stood by, which made him press the alarm button for assistance from the police. That was quickly on the spot.

That is how Ramrodding also has an example. Like the one time, he was attacked by fighting dogs after he had pointed out to their owner that the dogs were not allowed to defecate on the sidewalk. “Two citizens who tried to help me are also bitten. I was covered in blood and quickly brought in the police. “They are exceptions, both men say. In the roughly eight years that they work for Supervision and Enforcement, each of them may have pressed the emergency button twice.

Big cities

The men walk back for a cup of coffee in DE Baron. Error parkers are not there this afternoon. Are stab stabbing vests not what ‘too much’ for a municipality like Harden berg and Omen? The opinions within Monitoring and Enforcement are divided on this. Henk stirs something in his coffee. “We feel safe, but what is in the big cities can also come here. There are times when you would want to wear such a cardigan. For example, at events where many people are on the go, or at youth checks in the evening in the village. I sometimes now borrow a security vest from the police, for example during a check in a party tent. There I appear as a citizen and I put the vest under my coat. If I were to come in my work outfit, they would all dive at me. Not everyone is popular, I will say. ”

Reverse

There is also a downside to wearing a stab proof vest, says Henk. It can deter the citizen from approaching the BOAs on the street. And that would be a shame because we are there for the citizen. That is why I am in favor of wearing the vests only in exceptional cases. ”

Colleague Ramrodding thinks otherwise. He would always want to wear the safety vests with reflective fabric during the day and in the evening. It is about your own safety. Do you never know it? ” The last word has not yet been said about it, he laughs. Supervision and Enforcement have consultations on the wearing of the stab proof vests on 13 September.

Well visible, even in the morning mist

At the Upper Bavarian kick-off event of the campaign “Safe to School – Safe Home” at the elementary school Dorfen Nord, the first graders learn how to behave at the traffic light, at the zebra crossing, and at school helpers.

Sitting in chairs for just one whole hour, being quiet and listening to adults is a challenge for first graders. The freshmen from elementary school Dorfen Nord did a great job when the Upper Bavarian kick-off event “Safe to School – Safe Home” took place on Friday. And because this is a very important issue, many people have come to point out: The head of the school was there, the police chief, the mayor of Dorfen, the government president and the two ladies from the CSU and the SPD, in the state legislature want to be elected.

The ADAC Foundation, the Sparkasse Dorfen, and the Verkehrswacht Dorfen have donated the yellow warning vests with reflective fabrics.

Rector Gerhard Maintok first of all welcomed and then asked the parents present if they could not ask grandparents or other people who had time for them if they could not make themselves available as student guides, because “there is a huge hiccup”.

Afterward, school principal Marion Bauer asked the first graders if they liked school and everybody called “Jaaa” loudly. She said that the first graders are already big and should go to school alone; not like in kindergarten, where a mom and dad would always have accompanied. And then there was a little question and answer game on how to behave at the traffic lights, like at the zebra crossing and what the police have to watch out for. Almost everyone knew that and had worked hard. The students of the second and third classes then sang songs on the lights and traffic lights on the stage and played them scenic. There was a lot of applause.

Government President Maria Els then said that 42,000 children have been enrolled in Upper Bavaria this year, 1,600 more than the year before and that this “gigantic challenge” was well done. It is important that no one on the way to school something happens and the first graders at the end of the event because of yellow amber vests with reflective tapes, so you could still see well in the morning fog.

Afterward, the students of the third class were allowed to ask questions to the visitors. Mayor Heinz Grundner explained what the city of Dorfen is doing for the safety of the students. Deputy district councilor Gertrud Eichinger denied the question of whether or not there had been life jackets when she was enrolled. They did not even exist when their own children have enrolled 20 years ago. “But at least I was a school mate,” Eichinger said for four years.

Police chief Gunther Gilet told the students that the police would now pay close attention to the schools in September so that the road users would drive slowly and carefully so that no one would be endangered. “We also scold your parents when they are in the parking ban or not buckle up.”

Peter Starnecker, vice president of the traffic police Bavaria said that 50 years ago almost two school classes died in traffic accidents. Unfortunately, this spring four children were killed in traffic accidents. That’s why it is also very important that there are enough school helpers and that you should only cross the street where they stand, even if that requires a little detour. Then the guests of honor handed out the safety vests and the school day was over.

Safe in traffic

First, the fourth graders of the Spritzer elementary school were allowed to try on the new vests with reflective fabric.

Whether on a trip to a busy city or in bicycle training: The Heisenberg primary school students are in the future in all forms of traffic education good to see. Thanks to the reflective vests, which were funded by the federal project “Democracy Live!” Together with the Anthurium State Program for Democracy, Tolerance, and Cosmopolitanism, the students will be even safer on the road in the future.

The fourth graders of the Spritzer elementary school were the first to try on the new safety vests. Both the Fritz students and the other schools get two sets of different vests: Once there is only the imprint “Democratization.DE” on the neon yellow safety vest and the other set is in addition to the front and rear still a clearly visible number appropriate. But but all have reflective tapes. The vests with the numbers are especially helpful in cycling training: “It will make it much easier for me to address the children on the practice site from a distance and to give necessary commands – after all, the first names of the students can not possibly be always available” , said Efferent Haunt, traffic educator and prevention officer of the police inspection Personnel.

REFLECTIONS SAVE LIVING

Tonight the Duty Officer of the Chosen Headquarters received information about a man who goes outside built-up areas without obligatory reflective elements. The officials urgently went to the indicated road between Recd and Sick, where they barely noticed the man walking.

We still encounter situations when pedestrian after dark outside the built-up area does not wear reflective clothing. During dozens of meetings with children and adults, uniform from the Chosen Aviator indicates the necessity of wearing reflective elements outside built-up areas, as well as the advantages of wearing them also in built-up areas, which significantly improves the visibility of the pedestrian, and thus its safety. It was similar today. The police officers held a conversation with a man and handed him a reflective vest.

We would like to remind you that from August 31, 2014, all pedestrians who move around the dusk along the way outside the built-up area must have a reflection visible to the drivers. The lack of reflective tapes is threatened by a fine.

Therefore, we appeal to wearing clothing with reflective fabric after dark. Even one small reflective element can increase the distance from which the driver will notice the pedestrian several times.

Let’s take care of the passive safety of our own and loved ones wearing reflective elements.

Reflectors really save lives !!!

Civil defense with promotion of safety vests for kindergartens

Kitchenware kindergarten has already received its safety vests. Due to high demand, civil protection has extended its action for kindergartens and communities until the spring.

DISTRICT SCHRODINGER. The darkness in winter is a risk for all road users, but it quickly becomes a danger to children. If the view is bad or the children are dressed dark, they are often perceived as pedestrians in traffic very late. The remedy is to be provided by a campaign by the civil protection association in Upper Austria that offers warning vests for kindergarten groups. Visibility increases with warning vest from 30 to 150 meters. Warning vest must have reflective tapes or reflective materials.

Safety bag and a safety game

The aim of the action is to make the kindergarten children on excursions, walks and the like more visible. As a bonus, each kindergarten group receives a safety bag. The corresponds to the design of a safety vest and is also reflective. It has reflective fabric to get seen. Kindergarten teachers can use it as a backpack and are therefore a “visible role model”. In addition, there is a safety memo developed by the O Schultz for the kindergarten, a safety game that illustrates children’s everyday risks and avoidance of danger.

Kindergarten Kitchenware already has west

“With this action, the Upper Austrian civil protection makes a major contribution to the safety of the youngest road users,” said civil protection district manager Erhard Dillinger. In the municipality of Kitchenware is Wezen, he was able to hand over safety vests to the local kindergarten with Vice-Mayor Serengeti Neither. Due to strong demand and positive feedback, the promotion was extended until spring. Kindergartens or communities can order the warning vests at the Upper Austrian Civil Defense at a promotional price.

There is a lot of danger in the winter pedestrian

Winter is not only for the driver but also for pedestrians, a much more challenging and dangerous period than the rest of the year. There is more darkness, pedestrians on the road are not visible, pavements and roads are often icy and slippery, which can cause accidents and unpleasant injuries.

“Pedestrians should not underestimate in particular the reflective vests that can in many cases prevent a serious traffic accident. Likewise, they must pay increased attention to road and pavement traffic, especially during the pre-Christmas hustle, “says Olga from TSK. So beware of the three major risks that winter brings with you.

In the dark, the driver does not see you.

Reflective materials are an important safety supplement not only for children. For all pedestrians outside the village, they are even obliged to move on the side or edge of the road in a place where there is no public lighting under reduced visibility. But wearing them will not spoil anything in the city. For the driver, the pedestrian in the glare of the wet road lights is very poorly visible and easily overlooked over the still stained glass.

Most suitable are reflective elements to mark the ends of the sleeves, the waist and the area between the ankles and knees. We should see from any angle. The range of reflective fabrics is really wide nowadays and can be made from reflective tapes, reflectors, reflective clothing, backpacks or stickers.

When traveling on the road, the pedestrian should definitely not rely only on the driver’s reaction. The braking distance of a car is prolonged in bad weather, so even if the pedestrian-driver notices in time, avoiding a tragic accident may no longer be in his power. As pedestrians, we should in our own interest, ensure safe movement through communication.

Let us recall two basic rules for crossing: a pedestrian is obliged to use a pedestrian crossing, subway or pedestrian whenever it is not more than 50 meters away, and in the case of a pedestrian crossing it must not enter the pedestrian crossing just before the arriving vehicle and at the same time does not take precedence over trams and vehicles driving with a lit blue beacon.

Where there is no possibility to walk along the pavement, they always go against the direction of the arriving vehicles and individually behind each other. However, this does not apply to an organized group of pedestrians who, according to traffic regulations, must move on the right side of the road.

Beware of your cell phone and headphones.

Many traffic accidents are caused by pedestrians being disturbed and not concentrating on events around them. Often they pay their attention to a cell phone or have headphones in their ears. This limits their two main senses to warn them of potential dangers – eyesight and hearing, and in short, thoughtlessly enters the road ahead of the passing vehicle.

Although we live in modern technology and listen to music, radio or watching social videos on a walk can shorten us for a long time, we should take care of our safety. Therefore, whenever we move on a road or at a crossing, but also on bicycle paths and other roads, it is important to pay full attention to traffic and not to use the mobile phone or the headphones.

How about advantage

Extremely cautious we should be pedestrians, especially pedestrians. The wet or snowy paint that is used on them is very slippery and the car behaves like it on ice.

“It is certainly not good to rely on the fact that the arriving car always stops safely and gives us the priority. In order to make sure that the incoming driver really registers, we should make eye contact with him, and then, after stopping completely, the road safely to go. It is also important to remember that pedestrian crossing has no priority over tram. It’s just the opposite, the tram always has priority, “says Olga.

Holidays have many dangers for children and adults

Summer holidays have started, which mainly children use for two months. However, in addition to the expected adventures, summer loves and welfare, many dangers, and injuries can be expected. This also applies to adults who go on vacation during these months, either alone or with their families.

As can be seen from the statistics of rescuers, firefighters or the police, there are a lot of injuries every year during summer holidays. Last July, the Central Bohemian rescuers recorded a total of 12,174 visits and in August 12,167, an increase of roughly one-fifth compared to other months.

Of course, the most threatened group is children. They are mostly inexperienced, they do not foresee what could happen and their injuries often occur within a second, but the consequences can be life-long. Therefore, they should learn to avoid risky situations. Injuries occur at home, outdoors and on roads.

The most common home injuries include burns with hot food, such as favorite grilling, drug poisoning or cleaning, electric shock or falling out of the window. A separate chapter is then a meeting with strangers. “Definitely the child should know that it should not open to unknown people and also not enter the elevator,” reminds police spokeswoman Monika.

Children’s traps are waiting outside even in gardens, playgrounds, and parks. For moving outdoors, it is worthwhile to observe certain principles, such as not touching syringes, old ammunition, walking on power lines and tracks, or collecting only known plants and fruits. “It is important for the children to know that they do not have to jump into the unknown water, because under the surface there may be stones. When riding a boat it is necessary to wear a life jacket with reflective material. In the storm, they must not be hiding under the tall trees, and they should never starve the unknown dogs, “warns the police spokesperson.

Holidays are also a time of trips, but parents should realize that a child can ride a bike alone on the roads for ten years. However, it is necessary to know the traffic regulations, signs, a properly fitted helmet on the head and the bike properly equipped. If it is driving on the road in the evening or in the dark, it is necessary to use reflective clothing with reflective fabric on it and lights. Different bags definitely do not belong to the handlebars, but to the carrier. Children should also be well aware of the rules of proper road crossing and of always being attached to the vehicle.

Small vest – great protection

Especially for children who are not yet independent, it is important in the dark season to be recognized in time by motorized road users. However, since they are often dressed too dark, they are perceived as pedestrians in poor visibility or in the dark until very late.

“Safety first! Therefore, I am particularly pleased that the OÖ civil protection for kindergarten groups offers as part of an Upper Austria-wide promotion, “said civil defense district manager, Dieter Opole, who in the municipality with Mayor Gerhard and Mayor Christian Dorel already the safety vests with reflective tapes handed over to the kindergarten.

Safety bag for free

Due to strong demand and positive feedback, the promotion was extended until spring. The kindergartens or communities can order the warning vests at the Upper Austrian Civil Defense at a promotional price. The aim of the action is to make the kindergarten children on excursions, walks and the like more visible. As a bonus, each kindergarten group receives a safety bag, which corresponds to the design of a safety vest and made with reflective fabric is also reflective. The kindergarten teacher can use this as a backpack and is thus a “visible role model”. In addition, there is a safety memo developed by the OÖ Zivilschutz for the kindergarten, a safety game that illustrates children’s everyday risks and avoidance of danger.

“With this action, the Upper Austrian Civil Protection makes a major contribution to the safety of the youngest road users,” said District Manager Opole. “It is not only about reducing the risk of accidents, but also about raising the awareness of the children for the dangers of poor visibility.” The safety vests remain in the possession of the kindergarten and can be used for years.

Many accidents could be avoided if the children were more visible to motorists. The visibility increases with a safety vest from 30 to 150 meters. It is recommended to wear bright clothing and reflect parts on clothing, shoes and school bags for the children, who will also be the role model for the parents by wearing the safety vest.

The most vulnerable road users are schoolchildren

Returning pupils to school benches after the holidays cannot be done without the increased risk of traffic accidents, it can also be reduced by drivers.

Attention to pedestrian crossings: pedestrians do not have absolute priority, but the culprits are almost always marked by the car driver.

Parents should not forget about child restraint systems, small schoolchildren must always be fastened in car seats, even when driving at very short distances.

Even this year, the beginning of the school year cannot be without preventive and control actions aimed primarily at protecting children after their return from the holidays to the school benches. ŠKODA AUTO asks for the driver to respect the smallest road users and help reduce the risk of injuries by taking responsibility for them.

Annually, the first week of September will require pedestrian victims, including more children than the rest of the year. Statistics show that September is one of the months with the highest number of traffic accidents and the highest number of life-threatening victims. Between 2013 and 2017, the ninth month of the year has always been ranked among the saddest. For example, in September 2014 there were 7,770 traffic accidents, in which 76 road users were killed – absolutely the most of the year. Last September, according to statistics, Traffic Police reported an increase in the number of road accidents to a total of 8,930 incidents, in which a total of 43 people died. In many cases, these accidents could be avoided if pedestrians and drivers paid attention to the traffic situation and were aware of the risks they face.

The Police of the Czech Republic, prepare measures related to the first days of the new school year. Activities of patrols will concern children especially on their way to school. In addition to transitions, police officers will also focus on running around schools, adhering to the highest allowed speed on the part of drivers, and possible violations of rules by other road users. However, no repression can replace the prevention. Drivers should be aware that children returning from vacation still live in their “bubble” and can react illogically or in short. From this point of view, the group of the youngest pupils – predominantly pupils of the lowest grades of elementary schools – appears to be the riskiest. These children commit several fundamental mistakes that drivers should know about. They often overestimate their abilities and try to stand out in front of their friends forgotten about road traffic rules, even if they are theoretically controlled. Due to psychological immaturity, they cannot predict the traffic situation, especially they cannot estimate the speed of the arriving car. And many of them feel that drivers have to respect and give priority to them.

Many dangerous situations also occur at crossings where there is no absolute priority for pedestrians, but their rights are very strong. Children should pay particular attention to where they cannot look well when passing, for example, due to badly parked cars. This is especially true for younger schoolchildren and schoolgirls who are smaller than regular cars. Even older children, however, often do not have to see over trucks or larger SUVs. There are also transitions over multi-lane high-speed roads. Misfortune can also easily occur when one car stop and leaves the pedestrian, but another move on. Adults should put the kids at heart for the fact that the driver of the other car does not need to notice it. The safety of children on the way to school certainly will support clothing with reflective fabrics or reflective materials. These are now commonplace and are aesthetically embedded in shoes, jackets and school bags. Various reflective tapes or pendants are available for both the smallest and the teenagers. Their importance grows in proportion to how shorter days are.

Nowadays, many children do not go to school or do not travel by public transport, but they are imported by their parents by car. In this case, child seats cannot be forgotten. Experts from the ŠKODA road safety research team report that the child must be trapped in a restraint system even for short-distance transport. When using a child car seat in a car from the earliest age of the child, it can be assumed that the schoolboy’s age is already taking this precaution as a matter of course. For school children from the lowest classes, it is advisable to choose a seat with a fixed back. When using it and attaching the child to the safety belt, care must be taken to ensure that the belt is not near the neck or over the shoulder joint and surrounds the pelvis at the bottom. The safest placement of the child seat is in the rear seat behind the passenger but since 2006 it is permitted to transport the child in the seat and in the front seat. The rapid growth of a child’s figure at a later age results in the use of a separate seat in place of a compact child car seat. Thanks to it, the child is raised to a position where the safety belt will properly surround the body. As soon as a child reaches a height of 150cm or the body weight reaches 36kg, the seat is no longer mandatory. Then the baby is transported in the vehicle as an adult.

When buying a suitable car seat, it pays to check with the child how it fits and how it feels. Some patterns by specific shaping may not suit the child. They also do not have to fit into a particular car – especially the modern “seated” seats are very wide, in the narrower interiors of older cars they do not fit perfectly and lean on the door, which is not desirable. When placing a new baby car seat, it is worthwhile to observe the enclosed instructions. From the point of view of installation, the seat can be fastened by means of safety belts or special Isofix fastenings. In the case of Isofix, there is less risk of installing the seat.

“If you only have a seat with belts, do not worry. Just make sure that the straps are tightened and the seat is securely attached, “explains the expert and expert on prevention from the ŠKODA AUTO Safety Research Team Robert. If the seat is well attached, it cannot move almost with it. Better than choosing in a general supermarket or even an anonymous e-shop is buying in a specialized store or car showroom, where they offer a seat that suits the particular car. “Here the customer can professionally show how to place the car seat in the car. He is also confident that the manual will be in Czech and the product itself will be homologated, “adds Robert. The ŠKODA Original Equipment range currently offers a Kid fix XP II restraint system suitable for school children aged 15 to 36kg. This car seat is designed for all current models of ŠKODA – CITGO, FABIA, RAPID, OCTAVIA, KAROQ, KODIAK, and SUPERB.

Why do pedestrians die on the roads?

The autumn and winter season is a very dangerous period for pedestrians. It’s getting dark early. The temperature drops below zero and the roads are slippery. As if this was not enough, fog often occurs. Unfortunately, this is the time when people die more often than under the wheels of cars.

In recent weeks, accidents involving pedestrians occur almost every day. Unfortunately, they have no chance against the car. It is they who get to the hospital with serious injuries or die on the spot.

A serious event occurred a few days ago. It was already dark. Suddenly, just before the approaching car on the other side of the road ran a man who was wearing dark clothes without any reflective fabric. The whole event recorded with a car camera. At first glance, the pedestrian cannot be seen at all. You have to look closely to see him.

This film shows how important it is to wear reflectors with reflective materials. After dark, the driver driving with the low beam lights on can see the pedestrian from a distance of 20-30 meters from the car bonnet. However, it travels at a speed exceeding 80-90 km / h, most often there is no chance of avoiding the deduction because it moves at a speed of about 25 meters per second.

When the pedestrian equipped with any reflective element that reflects the light of the car, the driver will see it already from a distance of 130-150 meters, which is about 5 times faster! The conclusion is obvious: such a small element of our outfit, which is a reflection, a reflective vest can save our lives or the lives of our loved ones.
