Cyclists required a reflective jacket but no helmet

Effective from today there is the new rules of the road. Take the obligation to wear a reflective vest in the evening hours and in tunnels. Deleted, however, the compulsory use of helmets for children under 14

Pedaling in the evening? It can, but only with a reflective vest. And ‘one of the major changes in force from today, the new rules of the road that forces cyclists to wear a mandatory vest or suspenders reflective high visibility in the evening – by half an hour after sunset to half an hour before sunrise – and always in the gallery. The new provision extends the obligation, already envisaged in 2004 for car drivers, to use the high visibility warning clothing. For bicycles the vest will be mandatory on the open road, for those who break the new regulations are provided for fines of 23 Euros.

The vests and suspenders, according to European standard UNI EN 471, must be of a durable color to rubbing, perspiration, washing and ironing and have to endure the outbreak of knitted materials, water vapor, traction and tearing of coated and laminated fabrics. As for the marking and information to be provided to the manufacturer, the standard refers to the requirements defined in the UNI EN 340 and states that on the garment is applied to a pictogram in which they reported the class of the garment and the class the retro reflective material performance. These other innovations of the Highway Code in force today:

The bicycle helmet, no longer mandatory for children under 14

Mandatory for younger children under the age of fourteen, in the final version of the law 120/2010 has been completely deleted.

In motion only with helmet

Now riders can no longer wear the old helmets ‘to bowl’, out of business since 1 September 2004 and no longer verifiable by 2003. Under only the whole or jet helmets (with adequate side protection) approved according to UN-ECE regulations. The reform of the Code also provides for the testing of electronic helmet (connected to the motorcycle via Bluetooth).

Revision, bikes as cars

All motorcycles are subject to review every four years after enrollment (the first) and every two (successive). Also the safety vest is required.

The reflective jacket lobby won in April-ahead obligation

The “lobby of the vest” won. And from April the famous warning vest will obligatory throughout Italy. The law in fact is not required under the jacket on all cars (as happens instead for the triangle), but stipulates that any emergency operation around the car should be carried out with the famous jacket.

Thus any contravention would take effect only if you are caught “in flagrante delicate”. We must say that any measure to reduce the risk of accidents is welcome, even if it favors some powerful industrial lobby.

The point is that the case of fluorescent jackets is a striking example of disregard for their security that you would like to increase.

The decree in fact creates a huge legal vacuum on the insurance front: if a motorist is hit near his car without wearing a reflective vest , the insurance will not pay. This is the only operation certainty “jackets”.

There is however certain statistics on how many motorists are invested while changing a tire, on how many accidents could be avoided with this rule, on indirect benefits linked to an increased visibility of pedestrians around cars parked.

We only know that from April onwards insurance will have a new excuse not to pay. And the turnover of the companies that manufacture these jackets will increase.

But it is not – unfortunately – all: the next step will be to make it compulsory to apply strips reflectors on all trucks. An optional thing throughout Europe, but we will be compulsory by law. It will thus sell kilometers reflective adhesive strips to cover all trucks circulating in Italy.

But back to the jacket which, by the way, should cost about 10 Euros. The Ministry of Infrastructure and Transport has in fact issued a decree with directions to the personal protective equipment for drivers of passenger cars.

The vests and suspenders must comply with the essential health and safety described in the legislative decree of 4 December 1992, n. 475. And manufacturers will be able to present, on request, in addition to the EC declaration of conformity even with the certificate of conformity. That has to be evaluated by testing for CE certification, by which an approved inspection body certifies that individual protective equipment is manufactured in accordance with relevant national standards, transposing the harmonized standards. For high visibility garments harmonized standard reference is UNI EN 471.

The high visibility vest is now mandatory

Here comes the obligation of reflective vest for all the riders who will travel the French roads.

Are you going to pass along the beautiful French roads during the upcoming motorcycle season? If so, you must remember to bring the reflective jacket with you. A law recently approved by the Government over the Alps made it obligatory – as from 1 January 2016 – the presence of many motorcycles, scooters (with two or three wheels) and light quadricycle with bodywork (like the quads) of the high visible vest.

A law criticized

The rule, harshly criticized by the FFMC, French was strongly supported by the executive, which, to ensure greater safety on the roads, has decided to impose the presence of the fluorescent yellow jacket also in the vehicles listed above in order to increase the visibility of their drivers in case of stop along the roadway.

Penalties for those who do not have it

If the rule becomes similar to that imposed on motorists, as such it will be the fate of those who will be without during a check of the French Police Force: in both cases the penalty will go from 11 to 135 Euros. In the absence of the vest to put on the technical leaders, it is considered valid even the high visibility garment, provided they respect the European standards EN 1150 and EN 471 (located on the label). Moreover, it is clear, it is not obligatory on him to keep his head in normal driving conditions, but only in case of accident or failure or poor visibility as fog or heavy rain. Just like the cars, the important thing is it with him always.

Beware the scams of technicians fake with reflective vest

In recent days, two individuals pretended to Hera technicians dressed in suits and jackets with yellow reflective material, they played at the door of a building via 24 Maggie, asking to enter to carry out some of the control technology heating. A woman, however, did not confide and threatened to call the police, resulting in the immediate escape of two technicians fake with reflective vest. But not only were they also made attempts to telephone scam with the car crash gimmick. Elderly achieved with calls from fake members of the police informing them of an accident in one of their children or a relative, uninsured: with this excuse the elder is asked to pay a large sum, up to 500 Euros, to prevent the person involved in the incident have trouble with the law. Attempts are always intensified at the beginning of the month, when the elderly have greater availability of money, after the withdrawal of the pension.

To combat scams, the Carabineer organizes information events to the population: the last to the weekly market, frontlines Officer Silvia Guerin in reflective clothing, Captain of the Society, just at the end of November. They are also printed leaflets were also part of the Provincial Command of Rimini with all the advice to defend them better by fraudsters and raiders from the apartment.

Reflective jackets for prostitutes

Jackets for prostitutes on the streets: Deputy Mayor confirms and adds all of them paid “out of pocket”. The town on Pauline, in the province of Cremona, has decided to adopt a unique “hard line” against prostitution on the old Pauline on the road 1, forcing the girls to reflective jackets by day and also to long trousers band reflective at night. If they do not wear them, they will get 500 euro fine. After the “hype,” he told Milano Today what happened.

Deputy Mayor, so you confirmation: a Spine jackets she paid for them?

“I explain. We have the so-called day shift, until six in the afternoon, they work in black girls. Then, in the evening, come the European. We have warned girls of color order. We do not have responded they had a problem and asked if it was common to supply the reflective vest. At this point, these being the most exploited and destitute, I thought I’d pay the jackets of my own pocket. ”

It has already delivered them?

“Yes, I’ve done that on Friday and Saturday. I thought I’d make this gesture because they are the most susceptible to exploitation.”

“They no, make do. Friday night we took a ride with the local police, to let them inspect the ordinance and doing sign for receipt. From this moment start the sanctions.”

He believes that prefer to move or accept the jackets and reflective pants?

“I have the impression that some of those evenings, it is already gone. Maybe they will move to another place, I feel sorry for the other place. The mayors of neighboring municipalities can always adopt the ordinance; it would not hurt homogeneity on the territory of Pauline because it would facilitate the work of law enforcement. “

Reflective jacket for cyclists when it is compulsory

It’s Obligatory to wear the jacket or the reflex reflective braces when you ride out of town, half an hour after sunset at half an hour before dawn. And it’s Obligatory also in the gallery. These are the new rules of the Road Code.

Obligation of jacket and braces

For all cyclists to see in the dark is not only advisable, but also mandatory.

The Road Code forbids long journeys on bicycles without special visual signaling devices: white or yellow front light; Red backlight and red reflector; Yellow reflex reflectors on the pedals and on the wheels or on the sides. The recent changes to the Road Code also prescribe the obligation to wear a reflective vest or braces (such as those that are mandatory to hold in the car to use them in the event of an emergency stop) for cyclists in the following cases:

– Out of town half an hour before sunset at half an hour before sunrise;

– In the gallery.

Increase your bicycle safety

Improving your bicycle visibility increases your safety: therefore, it is always advisable to wear clothing with reflective bands or straps; or add intermittent lights to the bike, though not mandatory.

A “kits” visibility you buy with about 10 Euros: 3.50 euro x bracelet / leg, 5 euro for the safety vest, 6 Euros for flashing back light.

A little money and really well spent.

Drivers and cyclists should wear reflective vest when on road

On Saturday, January 21, Government Decision no. 965/2016, which amends the Road Code as regards certain rules for drivers and cyclists who wear reflective vest. The normative act also contains the procedure for lifting the machines parked irregularly.

See also new procedures for lifting illegally parked cars. What the Government has established.

Drivers will not be able to overtake cyclists unless they leave one and a half meters of maneuvering space. The recommended lateral distance when overtaking a bicycle will be at least 1.5 m instead of a “sufficient lateral distance”, as it used to be.

Bicyclists who run on public roads will be able to install on their bicycles including car sound warning systems.

Also, fluorescent-reflective elements placed on wheels (so-called “cat eyes”) should no longer be orange in color.

The Bicycle will no longer be equipped with white or yellow light in the front and red with the fluorescent-reflective device at night, or when the visibility is low.

Previously, cyclists had this obligation when traveling on public roads, regardless of the time of the day or the conditions of visibility.

On bicycles, children under the age of seven may be transported, but only by an adult and provided that the bicycle is factory-fitted with a special support or has a device approved for the transport of small ones. Previously, cyclists can carry children less than seven years only if the vehicle was fitted with a special support or if it is built or equipped specifically for the transport of other people, but no reference is made to what age the bicyclist should be.

Bicyclists will not be allowed to circulate within the localities where public lighting does not work or outside the locality without a reflective vest, at night or when visibility is low. Until now, there was no mention of public lighting; the vest must be worn regardless of this condition.

Bicyclists will not be required to wear a helmet when traveling on public roads, according to a government decision adopted last year, which amended and supplemented the Regulation on the Application of Government Emergency Ordinance 195/2002 on Road Traffic. Initially, in the draft decision, there is a proposal that cyclists be forced to wear a safety vest and helmet, but was removed after discussions with bicycle organizations.

Dark athletes need reflective jacket

Recent studies highlight how “I have not seen it” is the main cause of incident for those who move on foot, bike or motorcycle in the city without wearing reflective vest.

Starting from this consideration, the French start-up, Urban Circus, has made Jongleur a jacket designed precisely to avoid unnoticed passage.

The starting point seems to be that of a normal aviator bomber that went to the bigger in the ’90s, so double-face, to which they added a hood and orange cover on a hyper-reflective material that almost seems to be a brightness amplifier visible from 200 meters away.

The orange reflective tape is characterized by a motif that resembles wheels, cut oranges or, in any case, circular circles.

The jacket, although it still needs some further attention, particularly in detail and design, is likely to become an element of indispensable clothing for all those who use the bicycle in the darkest hours, particularly along the darkest provincial roads, where The greater the risk of getting into the perfume “I have not seen it” and hopefully soon comes to permanently supplant the reflective vest that resembles so much the garments of those who work on the road construction sites.

The sale price for this item is 130 € and is available on the manufacturer’s website, although the small sizes are already out of stock, while on the platform it is possible to book the heads of the new collection, which are definitely more sought-after and more attentive.

In short, Jongleur is a reflective jacket that may not please, but we are sure it will become an interesting reference for all those who make clothing for the commuter.

Passengers need wear reflective vest in airplane

Passenger should wear reflective vest and safety knowledge is a key factor in determining the possibility of surviving any danger situation that may occur on a scheduled airliner. Unfortunately, research carried out by civil aviation agencies, and in particular the US Federal Aviation Administration (FAA), has shown serious problems of effectiveness in the instructions that airlines use on board to inform passengers about safety procedures. For this reason, for years FAA reports have invited airlines to consider creating more creative and interactive versions of instructions to make them easier to learn and more engaging for passengers.

A new free application for Android and apple, called “Air Safety World”, now offers the world’s first opportunity to test the interactive aviation guidance for the future. In them, two virtual flight assistants, equipped with their artificial intelligence, guided the user with personalized feedback as he seeks to actively perform the procedures in faithfully replicated 3D airliners. The free application includes interactive experiences on the main safety issues on board: take the brace position, wear the lifejacket, wear oxygen masks, find emergency outlets on the most common types of aircraft Line, and open the various types of aircraft doors.

The app is one of the results of an international research project that I manage and that our HCI Lab from the University of Udine is working with the Cabin Safety Research Team of the FAA. The new training modes were evaluated with user studies, presented at the 8th Triennial International Fire and Cabin Safety Research Conference, recently held in Atlantic City, New Jersey. The results of the studies have shown that making interactive aviation safety instructions improves their effectiveness: users who received safety instructions through interactive 3D content exploration made fewer mistakes and were faster in performing the procedures, Such as wearing a reflective jacket, in the real world.

In addition to interactive security instructions, “Air Safety World” also explores gasification scenarios, including several different genre games that transform key aviation security messages into fun experiences. Recent air strikes have dramatically demonstrated that messages like ‘leaving all luggages on the plane’ were not received by passengers. Game insertions in the app allow the user to play emergency situations easily, and empirically learn about the effects of correct behavior or not. For example, they put the player with safety vest as the coordinator of the evacuation of a crowd of passengers from the aircraft or they engage with a hurdle run made of emergency doors of planes that need to be quickly opened. Users can also build their own fleet of airliners taken from the real world, inspect them and send them flying to the world.

Reflective jacket has a protective effect on riders

Season fully – the last moment to get the most needed scooter gear. These are undoubtedly the safety vest. And although it may seem that ever warmer weather frees us from the obligation to wear this piece of clothing, yet everyone who has been on a scooter for some time knows that even in the heat it can be quite cool on our bike.

But protection from the cold is not the only function of the jacket that every scooter driver should get. He should – because next to the glove is the primary element of every driver who seriously approaches traveling on a scooter. And what really makes us a jacket at all?

Protects against the cold – riding on the scooter most exposed to the momentum of air is our torso. This means that our body gives away the warmth of practically the largest possible surface. Thanks to that we do not freeze as fast as our internal organs keep warming up. However, when the journey takes a little longer, the cooling is already very severe. This feeling is well known to people who have been riding a scooter for several hours. Then even the warmest bath will not help, because we feel that we are cold inside. It is neither pleasant nor healthy. The reflective vest also protects the areas of the fastest heat loss – arms and hands.

It protects against injuries – already medium quality jackets have special stiffeners and protectors in the most sensitive places. In this way, in the event of an accident, they protect primarily the most vulnerable joints – elbow and shoulder joints. It is not an “iron protection” that will protect us from a truck encounter, but in case of contact with the asphalt is enough. Good jackets also have stiffening on the back. Of course, they are far from the “turtles” motorcycle, but the speed developed by scooters is not astronomical.

Provides better visibility – although in the case of jackets for motorcycles and scooters the dominant color is black, but the latest specials are equipped with special reflective trim. Such white stripes (often very narrow ones) sewn into the clothes very well reflect the light and make us become visible a few hundred meters away. At dusk and at night it can save our lives.

Should you look at her brand when choosing a reflective jacket? Not necessarily. Sometimes it is worth to go to motorbike fairs and look for the most suitable clothes there. Sometimes cheaper models are as well equipped and made as branded ones. However, there are things that you absolutely must pay attention when buying a jacket.
