“The campaign is aimed at dogs in street condition. We did it because a year is hundreds of animals run over that die. The group of young people, who joined for the welfare of hundreds of animals, said that they also want to raise awareness in the community.

Most tried to give an excuse to get away from the moment: they said that they had stolen recently, that they had fallen down the street or that they had forgotten.

“Even though we worked on this topic all last year, we have seen many people without the reflective vest,” said Baute. He added: “What we are looking for is your safety and that of the rest since a person wearing a vest with reflective tape is 17 times more visible than one who does not wear it”.

Another of the complaints that IMM commonly receives is about the deliveries that often commit infractions: they pass with red light, they do not use all the required protection systems and they circulate at high speeds. Baute explained that Unasev is working “directly with them”, conducting training courses.

“They have identified them and they know which companies have hired them, but what that job has is that it is not permanent: today a person is delivery and tomorrow not, so it is difficult to have them controlled,” he said.

“We criticize motorcyclists a lot but we also complain when the food is late or cold, I am sure that none of us when the food arrives with the delivery we notice if it has a helmet or if it has a vest with reflective material. we need them, “he said.

Reflective vests will be mandatory in Germany in July

Since July, drivers will have to wear reflective vests in Germany in cars, and there is a fine for breach of duty. On the same date, environmental rules for entry into some German cities are also tightening, with cars with red and yellow emission stickers no longer allowed.

The rules for entering some German cities have also been tightened since July. While cars with three types of emission plaques have been able to do so until now, only vehicles with a green plaque, which designates the engine with the lowest environmental load, will now be allowed to enter. The measure covers 21 cities in the Land of North Rhine-Westphalia. A similar arrangement has been in place for some time, for example in Berlin.

 

The type of emission plaque is determined by the number of harmful substances that the vehicle emits into the atmosphere during operation. Petrol-powered cars launched in 1993, diesel-powered passenger cars launched in 2006, and trucks commissioned in October 2006 are also eligible for a green plaque.

 

In the Czech Republic, it is possible to obtain a plaque at most stations of technical inspection after presenting a large technical certificate. According to the Central Automobile Club of the Czech Republic, the price of the plaque is around CZK 300, its validity is not limited in time.

 

If a driver entered a defined low-emission zone without an emission plaque or with a worse grade than the city permits, he would face a fine of EUR 80.

Reflective vests – it’s worth having one in the glove compartment

In Poland, passenger car drivers do not have to have them, but they should. They cost only PLN 7-10, and they can save a life. In most European countries, reflective vests are mandatory equipment for cars and trucks (in some also motorcycles).

 

From July 1, the obligation to wear a reflective vest was introduced in Germany. Its absence means a fine of 15 euros. The obligation applies only to the drivers of cars registered in Germany, but for the sake of their own safety, it is worthwhile to respect it also with us.

 

In countries where reflective vests are compulsory, they must be worn whenever the driver and passengers have to leave the vehicle, like as a result of a breakdown or accident, on a highway or other road – except of course parking lots.

 

Reflective vests with reflective materials are already valid in Austria, Belgium, Bulgaria, Czech Republic (applies to foreigners), Croatia, Finland (you can have reflective tapes), France, Spain, Luxembourg, Norway, Portugal, Romania, Serbia, Slovakia, Slovenia, Hungary and in Italy.

 

The regulations are not uniform – in one country one reflective vest in a car is enough, in others, all passengers must have it. In some countries, this obligation also applies to motorcyclists and cyclists, if they travel on roads after dusk.

 

Reflective vests – better to have than not to have

So what to do with a vest when planning a trip abroad? We advise you not to look for loopholes and use the maximum variant – take as many retro-reflective vests as possible for the number of passengers traveling.

 

The reflective vest costs from 7 to 10 zlotys. You can buy it at every gas station, in supermarkets, on the Internet. Let’s just remember to meet the norm – reflective vests are allowed in 3 colors: yellow, orange or red-orange. It must also have 2 reflective tapes at the front and back.

 

When buying a vest, do not forget about children, in the event of a car breakdown or an accident, they will be particularly vulnerable. Reflective vests must be carried in the cabin of the car, and not – as most drivers do – in the trunk. The point is to be able to put on a vest before leaving the car.

 

We would also like to remind you: in the event of a breakdown or accident, a warning triangle should be put in front of the car, passengers should get out of the car not on the road, only on the right side, on the roadside. It is not allowed to stay on the road without having to go down to the side or the barrier as soon as possible.

Safety vests in Europe: holiday countries in the overview

In Germany, motorists are required from July to have at least one safety vest in the car. In other European countries, from France to Croatia, the flash cover has long been mandatory. “We generally recommend putting on safety vests for safety reasons in the event of a breakdown, no matter in which country,” ADAC lawyer Michael Nissen explains to travelers who set off on their summer vacation by car.

 

Safety vest best in the glove box

However, under Italian law, this only affects the driver or the person setting up the warning triangle. Motorcyclists are excluded. In the case of controls, however, no vest must be presented. “In Italy, only the duty to wear,” says Nissen.

 

Croatia: Motorists and motorcyclists must have a vest outside closed villages and cover in case of breakdowns. Violations are not punished in Croatia.

 

Austria: Here is a safety vest for the driver mandatory in the luggage. In poor visibility, in confusing areas or in the dark, the vests with reflective tapes must be covered even in case of breakdowns on the highway. “Austria is the only country where our members report enforced fines,” says Nissen. The penalty is between 14 and 36 euros.

 

Portugal: Anyone who does not carry a safety vest as a car or motorcyclist risks a fine of 60 to 300 euros. Who in an emergency on the road does not carry, even 120 to 600 euros. This is true only for vehicles registered in Portugal, but also includes rental cars for tourists.

 

Spain: Reflective vests have to carry drivers of cars, buses, and trucks, but moped and motorcyclists do not. If you do not wear a vest, you risk a fine of up to 100 euros – if you pay the penalty immediately, the Spanish police will release half the amount.

 

Making children more visible in the dark season through safety vests

The days are getting shorter again, it’s the time of the year when safety vests are increasingly used again. And rightly so: The eye-catching items of clothing help to prevent accidents and to protect your children in the traffic from dangers.

 

Especially in the dark season, it is advisable to equip children in traffic with safety vests. So they are perceived by other road users much more likely.

 

This is the ideal safety vest for children.

 

Safety vests made of breathable and lightweight material. They are easy to pull over the normal jacket and do not hinder. It is best if they can be closed with a Velcro fastener, so the vest is quickly put on, fastened and also stripped off again. Characteristic is the reflective tape, which should be at least one centimeter wide and once around the vest should lead around: only this way it is ensured that the child is clearly visible from all sides.

In them, a child is much worse to recognize that in a color that does not blur with the hazy background on the winter road.

 

Color and reflectors make the difference with safety vests

If the children have to leave the house and go to school in the morning, it is still dark outside in autumn, winter and early spring. Whether they are on foot or by bicycle, they are not easy to spot for motorists, and in the morning rush hour traffic on the streets is still a little more dangerous than usual. Buy reflective vests with reflectors for your kids, they’re in the light the headlights are easy to see from far away, and drivers drive much slower and more cautiously.

If you have no safety vest in the car, you have to pay

Motorists must expect a fine from July if they have no safety vest in their vehicle. However, there is no obligation to carry – the Ministry of Transport points to personal responsibility.

 

Many road users in Germany must expect a fine of 15 euros from 1 July, if they have no safety vest in their vehicle. As reported by the “Saarbrücker Zeitung”, the Federal Ministry of Transport, led by Alexander Dobrindt (CSU), has fixed the amount of the fine in a new regulation.

On Friday, June 7, 2019, and on Saturday, June 8, 2019, traffic safety events were held in Kutná Hora, focusing on drivers for whom the police banned the use of alcoholic drinks and other addictive substances.

 

These traffic safety actions took place on the basis of preventive measures to ensure road safety and smoothness, in an effort to reduce persistent discipline and the number of road accidents under the influence of alcohol. From the beginning of this year, Kutná Hora’s traffic police officers saved 15 cases of traffic accidents when the culprit affected by an addictive substance. In the same period in 2018, there were 18 cases where the culprit was under the influence of an addictive substance.

 

The police checked a total of 123 vehicles and imposed 13 fines totaling CZK 2,800. These included, for example, non-attachment of a seat belt, non-marking of a pedestrian with a reflective element, the unsuitable technical condition of the vehicle. There was no evidence of driving under the influence of alcoholic beverages.

It is our visibility that fundamentally influences whether the driver avoids us or collides with us. Reflective vests are very important under reduced visibility.

 

Pedestrian visibility

Especially important is the lower part of the body, the color of the trousers and shoes and the stroller, which we are pushing in front of us, so we can see first. Reflective materials are best placed on the most moving part – attracting more attention.

 

Cyclist visibility

The bicycle must always have a reflector on the front, rear, side, and pedals. In addition, the front and rear lights are reduced in low visibility. Reflective tape on the ankle is the ideal accessory.

 

Do not drink and drive

Alcohol is gradually released from the digestive system into the blood after ingestion of the beverage containing it. Because it is not commonly present in the body and can be considered a foreign substance – the drug – the body tries to destroy it. It depends on many factors that affect the rate at which alcohol is eliminated from the body. Excretion of alcohol occurs through breath, sweat, and urine. The rest is processed in the digestive system. The main factors influencing the mechanism of alcohol elimination include height, weight, and sex, as well as the rate at which alcohol is taken. In an hour, the body can get rid of about 0.1 per mille. It is not important whether one sleeps or sports. Neither black coffee nor fatty foods have the necessary effect. And there is no miracle pill.

 

Another danger that many drivers often underestimate is the sneaky residual alcohol and the subsequent “hangover” with the overall downturn. The results of the research have clearly shown that a value of around 0.2 per mille in the blood is already proving to impair the ability to drive. Risks tend to increase, self-confidence increases, the ability to recognize moving lights deteriorates, and distances are poorly estimated.

 

Serious traffic accidents occur through unsafe driving, driver recklessness, and non-compliance. All road users must realize that road safety cannot be ensured by violating traffic regulations and rising aggressive driving. Despite all the efforts of police officers to carry out traffic actions and increased surveillance on the roads, it is not entirely safe on our roads, as drivers and all road users in particular need to be considerate and have a common interest in reducing road accidents on our roads.

Nine out of ten reflective tapes do not comply with regulations

Nine out of ten reflective tapes checked by the Czech Trade Inspection Authority this year did not comply with the regulations. The tapes most often did not meet the requirements for photometric parameters and did not have a mandatory CE marking.

 

Inspectors of the Czech Trade Inspection Authority (CTIA) inspected 37 kinds of reflective tapes and found 33 deficiencies. The Inspectorate imposed 27 fines of CZK 317,000 on distributors.

 

During the check purchase, they interested in reflective tapes designed to protect consumers when traveling in low visibility on the roadside or on the roadside in a place that is not illuminated by public lighting.

 

Based on the results, the CTI recommended to consumers who use reflective tapes in low visibility to buy tapes with the necessary data, such as CE marking and manufacturer and product identification data. The inspections showed that at the same time, products meeting these legal obligations were also reflective. The CE marking is a declaration that the product complies with all applicable regulations and has undergone all appropriate assessment procedures.

 

Huge differences in the ability to reflect light revealed two years ago a joint test of 26 reflective tapes MF DNES and BESIP. At first glance, the strips look virtually the same – light green, plastic, retractable. In fact, it is not the color of the tape, but the amount and density of the special glass mass that provides a reflection of the light in the tape. “At present, it is a regulation that pedestrians moving outside the village in low visibility at the roadside must wear reflective material or reflective vest to make it more visible to the driver. The area of such marking should correspond at least to the dimensions of the reflective tape,” says Eva, Press Spokeswoman of UNIQA Insurance Company.

 

“It is best to place the tape on the moving parts of the body, that is, the wrist of the hand and the ankles of the foot closer to the center of the road, because the motorists will notice them,” he advises and warns that a pedestrian who does not have reflective equipment on the equipment can be fined up to CZK 2,000.
