Reflective elements are still underestimated

Since the beginning of August, the police have been trapped in five tragic accidents, and a pedestrian died after a car accident. They become less noticeable early in the morning or in the evening. Although pedestrians have had to wear reflective vests since last year, they are not even used to it.

Morning fog and early black. In this season, just to increase the visibility reduction time, similar accidents will increase. In recent days, there are only two in southern Moravia. On August 15th and August 9th. For the first time, a pedestrian who was seriously injured in the hospital died and was killed in the second.

This year, after a guard in August, a total of five pedestrians died in the Czech Republic, with 20 people throughout the year and 20 in 2015. “Pedestrians should be aware that when they go to work early in the morning, it is still dark and must wear reflective elements,” said high school spokeswoman Alice Messier.

The police quickly set off early and pedestrians warned them that they were in danger. “When I am very light, I will go, but not now, this is true,” said a policeman who immediately equipped with reflective tapes.

Wearing reflective elements, when it comes to pedestrian villages, is not only in the dark, but when dawn or vice versa, it is dark, there is no sidewalk or street lighting on the road, it is already mandatory for more than a year. “The reflective material has been beautiful to see two hundred meters, the driver was able to give it and respond at ninety speed” SCUBA’s Paul Ciskei explained.

Pedestrians must carry reflective elements such as sleeves or belts to reduce the visibility of the garment. This regulation applies to people moving on the roadside outside the non-illuminated area or area of the community. Part of the amendment to the Road Traffic Act should primarily increase the safety of pedestrians.

If the pedestrian is not in the dark, the fog or haze on the road is marked by a reflective element, and a fine of up to two thousand dollars may be imposed in the program. In administrative proceedings, penalties range from 1,500 to 2,500 kroner.

Standard requires of outdoor reflector

Outdoor workers often deal with all kinds of environment, especially when they encounter bad weather conditions, the danger of their outdoor work will increase, and their only protective equipment may be just the reflective clothing, the quality of the reflector is particularly important. So what should be the reflective clothes have?

According to China’s national standards and Ministry of labor standards, outdoor work reflective protective clothing should have the following basic requirements:

The international EN47 standard requires that the reflective material must be treated by a special process. In the light action, it should be able to be found at a distance of 800 meters. The standard also sets a corresponding grade standard for the reflective area of reflective clothing to ensure the safety distance of wearers in the open air.

The reflective tape (fluorescent band) sewn on the reflector (fluorescent band) is now a 3M brand reflector, which is required to reach the reflective distance of more than 330M at night under irradiate of the light, so that the wearer can be found at the first time in the far safe distance. And for different types of outdoor work, the reflective area of the reflective belt also has a corresponding level of standard requirements. The conventional requirement is 5cm wide, the distance between the two reflective bands, not less than 5cm.

Near schools, well-protected pedestrian crosswalks

On the pedestrian crossing in front of the Buisson school, between the town hall and the train station, a group of ten women dressed in an orange reflective vest back and forth between the two sidewalks. They are the ones who make the children go through eight public schools in Hazebrouck, from September to June. To avoid a drama whose parents would not recover, the town puts the big means to train and equip them. “We will give them a fluorescent vest with reflective tape in the summer and a jacket that is also fluorescent and has reflective materials on for the winter. But they will also have a light stick and an illuminated STOP sign in each hand. “explains Frederic, head of prevention at the town hall.

Anticipate the behavior of motorists

The goal, on this warm morning in July, is to anticipate the approach of vehicles as much as possible, while keeping an eye on someone who wants to cross. “It’s not so easy and therefore very important,” says Halloran, who is not yet at his first attempt and protects the pedestrian crossings of schools La Fontaine and Jules-Ferry.

At the same time, the ASVPs, also present, will be deployed to schools to prevent any inconvenient parking and to optimize security around the schools.

Reflective vests protect pedestrians and cyclists

Due to the weather, the risk of accidents increases. Pay attention to fluorescent and reflective materials.

Autumn has special requirements in road traffic: The days are getting shorter. The weather is getting worse and thus the overall visibility. Adverse weather conditions, slippery roads and short periods of daylight give pedestrians and cyclists a greater risk of being overlooked by motorists. It is highly recommended to wear reflective clothing in rain, fog and darkness. “Additional safety is provided by reflectors, which are already perceived by drivers at distances of up to 150 meters, thus allowing enough reaction time and stopping distance,” says Ralf. In comparison: A bright cap or jacket is only seen up to 90 meters. Dark jackets can hardly perceive motorists or at a distance of about 30 meters.

Pay attention to the test mark

“When buying reflective products, consumers should pay attention to the corresponding standards, license plates and test seals,” Denman says. Reflectors should comply with DIN standard EN 13356 and bear the CE mark. “If the GS mark is appropriate for tested safety, the product and the manufacturer are also monitored regularly.” For safety vests, the standard EN 20471 applies – this check number should be present on the label of the safety vest. Reflective tapes for joggers to incorporating prisms also ensure good reflective properties. By the way: warning clothing is divided into three classes depending on the proportion of fluorescent and retro reflective materials, with class 3 offering the best visibility. “Fluorescent materials or colors are particularly noticeable during foggy and rainy weather during the day, and retro reflective material ensures very good visibility at night, for example when it is illuminated by car headlights,” says Denman. If uncertainties arise with regard to the retro reflective behavior during the purchase, the TÜV Rhineland expert recommends making a cell phone photo with a flashlight from the reflective surface from a few meters away. Good retro reflective behavior is then directly visible on the display.

The bikers learned about safety on the roads

Last year, 60 motorcyclists died on Czech roads. So the police, in co-operation with bikers, have decided to organize an event to reduce the number under the motto of “bikes down”.

The Directorate of Traffic Police Service of the Police Presidium of the Czech Republic, in cooperation with the Association of Training Centers for Drivers of the Czech Republic, a preventive action aimed at the safety of motorcycle drivers on the polygon. The aim of the project was to present new safety features, mediate practical training and improve motorcycle drivers, but above all to reduce the consequences and the number of road accidents caused by bikers and to educate all road users.

“The interest was quite large, about two hundred bikers arrived, passed about 80 kilometers along the roads and then on the polygon they were prepared for a program of driving skills, traffic tests, demonstrations of the latest safety features because unlike car drivers , nothing but safety clothing does not protect, “said police spokeswoman Monika.

Part of the program was also a demonstration of new safety vests of the Police of the Czech Republic, which uses a helmet and to protect themselves from injuries in the fall of the motorcycle. “It is obvious that the safety vest works as it is, seals the hull and fixes the helmet, so when the fall falls, the biker will save,” Pavel of the Police Department confided with his feelings, who demonstrated the present operation of the new vest which is sewn-on reflective tapes.

In addition to rides and safety features, a show of motorcycle and quad bike riders was also included, and they did not hesitate to engage the audience. The action has shown that motorcyclists should be aware that they are more vulnerable than vehicle drivers and even the best equipment is not a guarantee of a safe ride if a biker goes risky and does not adapt the speed of traffic, weather and traffic density. “Special caution should be exercised when driving, especially if there is foliage, oil spills on the road, various unevenness such as bridge joints, transition to another surface or cobblestones,” the police spokeswoman said.

Reflective elements can save your life?

It is diminishing ever before, which has a detrimental effect on the number of road accidents. Last year, a third of the tragic accidents took place at night, even though fewer cars were driving. But caution should not only be given to drivers, but also to pedestrians who die the most often because of poor visibility. How should one dress properly to be seen from a distance? We have some tips for you.

The worst part of the year is coming, both for drivers and pedestrians. But why do they die so often in the winter months on the roads? The fault is the change of time that comes with the earlier slackness. We return from work in the dark, and we sink in our coats, we wipe rain and snow from the windshields, and the frozen road tests the tires and the art of drivers.

“Night accidents are really dangerous. There are a few dark winter months ahead of us. All road users, without distinction, should consistently adhere to the principle of seeing and being seen. “advised Aha! Roman Bosky of the Road Safety Team.

Do you feel that no yellow stripe will save you? In that case, you should know that in the dark, a pedestrian driver with reflective accessory can see a distance ten times greater than without them. You’ll best do it if you wear light reflective clothing and combine it with reflective tapes.

The law then stipulates that as a pedestrian you must have reflective vests not only in the dark but also under reduced visibility, for example at dusk and dawn, or even on a white day when the visibility is affected by heavy rain or mist. And always when you go outside the village where there is no public lighting.

How to place reflexes

  • On the wrist, or over the ankle at the side of the center of the road.
  • To be visible from all sides.
  • Size of the least common reflective tape.

Cyclist mortality worries

In recent years, the practice of cycling has increased in large cities, driven by the development of self-service bicycle systems and the mayors’ desire to reduce car traffic in the city center. “In Ile-de-France, we are from 300,000 daily bicycle trips in 2001 to 700,000 in 2010, “recalls Dominique Lebrun, inter-ministerial coordinator for the use of bicycles. A progression that has been paired with the risks incurred by bicycle users. “The accidents of cyclists are related to several causes: the no respect of the signaling (fires, stop …) by some of them, the turn-left badly negotiated by others, the not taken into account of the cyclists by motorized users (excessive speed, safety distance not respected, fishtail …), the lack of lighting and visibility of bicycle users(not wear a reflective vest ), especially when they are in blind spots “, describes Emmanuel Reynard, director of education and training of the Association Prevention router.

“The main problem is that users have not learned to live together well. All cyclists must respect the rules of the road and other road users must be aware that bicycle drivers are vulnerable. Motorists need to know, for example, that a minimum distance of one meter is needed in the city to double a bike, “adds Chantal Perdition, president of the League against road violence.

Prevention and control

To reduce the number of injured cyclists, both agree on the need to develop information and prevention campaigns for them. The Road Safety Association has also planned one in 2013, which will focus on the visibility of cyclists. For Emmanuel Reynard, we must emphasize the importance of specific equipment for cyclists: “We recommend that they wear a high-visibility vest even during the day, as well as a helmet. In addition, they must check that their bike is equipped with retro-reflective tape. ”

Chantal Perdition also insists on the need to increase the control of cyclists by law enforcement agencies, when they do not respect the rules of the road. For example, Strasbourg has recently decided to increase the number of cyclists and to more systematically verbalize their traffic offenses, by imposing less expensive fines on them. Finally, Dominique Lebrun stresses the importance of increasing the number of protected cycle paths. Suggestions among others, which will be reviewed by the National Road Safety Council (CNSR) this year, before action is taken to improve the safety of cyclists.

Police hand out reflective tapes for cyclists

Police officers in Piles surprise cyclists on one of the busiest cycling trails in the city in the morning. Because it was dark for a long time, patrols were controlled if people were driving on machines equipped with the necessary reflective accessories and lights. For three cyclists, he started a week with fines.

Parser Street is a strategic bicycle path for riders heading from Dour to the center of Piles. Right here, just outside the city bus stop, where brands are instructing cyclists to dismount their machines and about 50 meters of lead, a police patrol appeared at 7:30 am.

The flashlight with a red light in his hand in a reflective jacket is uncompromising to cyclists. He must stop. “It’s a big surprise, at first I did not even understand it was for me. I never checked a police officer while riding a bicycle, “says Jana. The police officer stopped her, for she did not light the front white light when she was driving. She was mounted on a bicycle. Cyclist apologized. She thought she did not need to shine on the cycle path. The rear red light was on while driving.

After a conversation with a police officer, the white light switched on, the police spokesman Hanna received a reflective tape as all the stops, and the cyclist continued to work on the way with the police.

One hundred crowns for the missing light

For the first hour, police officers fined two cyclists who did not have the lights on wheels at all. The third finisher was Mares Picher “This is the first time that I check on a bike. It’s one of my last rides this year, I buy the lights in the spring, “said a young man who paid a hundred-crown fine for pedaling on a bicycle without the rear red light.

After Piles, they are not afraid of cycling because of their cycling routes. “Maybe it’s done well here around the main move from the center of Piles towards Prague,” says Marrow. Why did the police focus on cyclists right now? The night is lengthening, the morning is about the seventh, when many people begin to work in the shift, and the evening is dark for about eight o’clock.

Vaclav from BESIP says bicycle lights along with reflectors and reflective clothing elements are now vital to cyclists as well as pedestrians. “Even an ordinary white plastic bag highlights pedestrian drivers for 50 to 70 meters, reflective clothing elements will alert the driver to 200 or even more meters,” warns road safety specialist Vaclav.

People from the towns carry the reflective elements

Since February 20, there are mandatory reflective elements on Czech roads outside the village and under impaired visibility. In addition, just in the autumn, when it diminishes before, and the morning mists are normal, the ordinary reflective tape can save the pedestrian’s life. However, according to Basil, people are more often used in cities where they are not required by law.

For the first nine months, the police have recorded 516 pedestrian traffic accidents for reduced visibility. 38. Police statistics, however, are no longer tracking whether they had any reflective elements in the accident. Compared to the same period of last year, it is one less.

People wear reflective tape mainly in cities and are only required outside the community. Citizens of larger cities often get reflective subjects at various promotions aimed at road safety. However, people from small villages are not getting such a thing, so they are skeptical to wear reflective tapes, according to Martin. “One tells me that she already has three in her drawer, and that she does not wear it anymore,” he says.

Transportation psychologist Michal Walter then claims that people from small villages do not know how many times to buy. “In small villages, people have some shops where it cannot be bought. Therefore, they only have the opportunity to buy a hypermarket into a big city, “says Walter. According to him, they should distribute reflexive tapes free of charge to municipal authorities.

In the autumn, it is often during the morning and during the day of mist. In such weather, the reflex tape can help the safety of the pedestrian. The pedestrian with the reflective element is definitely better visible on the road in the fog than the one who has only colored clothing, as Martin. “And it can be wearing black or white clothes, it’s basically not one. The driver of such a pedestrian sees at the last moment. If such a pedestrian is equipped with a reflective accessory and does not matter whether it is a ribbon or any other reflex add-on, it increases its chances for the driver to see it for a much longer distance.

Reflective vests are obligatory already

From the beginning of November, drivers in Slovakia have to wear a reflective vest. Obligation, of course, also applies to foreign drivers on Slovak roads.

The reflective vest is mandatory for both four-wheeled and two-wheeled vehicles on all roads outside the village, both day and night. Persons leaving a vehicle due to a breakdown, defect or accident must wear a reflective vest. If the vehicle is not fitted with a reflective vest, a fine of between EUR 50 and EUR 150 may be imposed. The reflective vest must meet the EN 471 standard. The following colors are yellow, red, green, and orange each with reflective tapes.

The Ministry of Transport has decided to include vests in the mandatory equipment of vehicles. Unlike some other states, however, drivers do not have to have it in the car; the vest can be folded in the trunk.

Reflective safety vests are mandatory, for example, in Austria, Italy or Croatia. In some countries, for example in the Czech Republic, this obligation applies only to truck drivers.
