Children from Vidin celebrated the road safety day

Under the slogan “Life is an advantage,” the children from Zornitsa Kindergarten in Vidin toured the park of Vidin and crossed the street, acquainted with the basic rules for road traffic. The initiative is from the Regional Health Inspectorate – Udine, in connection with the European Road Safety Day, which is celebrated on 25 July.

According to statistics, the elderly and children are the most at-risk groups of pedestrians, especially in the dark part of the day. “Many of the crashes with children are due to the management of mopeds, bicycles, and four-wheelers purchased from their parents. They must be more responsible when they are put on the road by these vehicles,” Dr. Mariana Chavdarova.

“We decided to have a holiday together with the kids today. We left kindergarten, we wanted to have some vehicles, but since the children are 4-5 years old, we chose drones, drove around, crossed a street where I explained to them how the street is crossed and what are the traffic rules. We were joined by SBA representatives who gave them reflective vests and key chains. To my great pleasure, the children know the basic rules for crossing ” added Dr. Chavdarova.

Teaching our children important rules and norms of behavior is a primary responsibility of every parent. Some of them are the rules of the road. Safe movement is a way of saving the lives of our children as well as our own lives.

Today’s initiative ended with wishes for a carefree and safe summer.

The new motorcyclist standard begins to apply

The Municipality of San Miguel de Tucumán sets in motion the decree that forces motorcycle drivers to use reflective garments to be more visible. “The measure is positive, but when the minutes are filed, the fines cannot be applied,” said one expert.

This Wednesday the Municipality of San Miguel de Tucumán will enforce the decree that forces motorcyclists to circulate in the capital to wear reflective vests.

The controversial measure, rejected by the drivers of this type of road, was a decision of Transit and Transportation, by Enrique Romero, with the intention that the motorcyclist is more visible to other drivers.

The resolution establishes that the vest should be yellow, with reflective tapes. In case of not having the piece, drivers must use shoulder straps or wear a garment with high visibility material. Also, if they use motorcycles with delivery boxes, they must adhere to reflective material.

Positive but poorly applied

Jorge Rodriguez Robledo, lawyer specialized in Traffic issues, explained to eltucumano.com that the initiative is positive within the security measures, although its application is erroneous since it lacks regulation. “When they file the minutes, the fines cannot be applied,” he said.

“It is essential that prevention and awareness actions are generated on the public road. This administrative resolution, which arises from the will of the municipal transport undersecretary, cannot have any application,” he said, adding:”He says that this must be mandatory, which is not bad, it is a positive action that adds up to security measures, but does not have regulations so that a lack judge can apply a sanction. The judge does not have the measure in the municipal code of fault, and does not come as a municipal ordinance but comes from the will of an official,” said the lawyer who compared this measure with the obligation of motorists to use the low lights.

“This will lead to the same thing that happens when the use of low lights is mandatory. All infractions for not using the lights in San Miguel de Tucumán is null and void. It does not have regulations so that a judge of fault can impute it,” he clarified.

Rodríguez Robledo stressed the importance of making this type of change through the Deliberative Council, in charge of debating all the issues that involve the neighbors. “When you want to regulate a behavior you must do it through a municipal ordinance, through an internal debate in the Deliberative Council. What Romero should do is present an ordinance project. Its forms confuse society, and as it is managed by the mayor develops those resolutions that do not affect the community,” he said.

“The vests are perfect because they allow seeing 150 meters the presence of the driver, of that motorcycle. It is a positive norm. What you have to generate is that pedestrians and drivers are visible. The way it is done is not correct. It does not comply with the formalities,” concluded the specialist.

IMM went out to supervise the bikes with free escape

On the side of the street, at the roundabout of General Flores, a group of inspectors stationed on the morning of yesterday. The objective: to check if motorcyclists wore helmets, if they had lights on, driving and property books and if they wore reflective vests. Some of the officials, held in their hands a sound level meter to control that the noises of the bikes did not exceed the allowed decibels.

Mariela Baute, Transit Director of the IMM, who present during the procedure, said that “there were few”. “When we find that infraction, what we do, before giving a fine, is to give the driver 10 days to appear in the Municipality with the repaired tailpipe.” If he does not do so, the fine will be applied. is 10 Adjustable Units.” If in another procedure it is detected that the vehicle is in the same condition or did not make the repair, the motorcycle is directly removed.

According to Baute explained, the highest number of complaints about annoying motorcycle noise is given at night or dawn, when there are almost no sounds in the streets. “Many times it happens that we take the measurement of noise and do not exceed 100 decibels, but it annoys the escape because of the silence that there is in the streets, although we cannot sanction if that level is not exceeded,” he said.

Half an hour after the start of the operation, each of the eight inspectors had arrested more than 10 motorcyclists. None refused at the signal of the agents. First, they asked for the documents, they compared them with the license plates and then they were asked: “And the reflecting vest?”.

Most tried to give an excuse to get away from the moment: they said that they had stolen recently, that they had fallen down the street or that they had forgotten.

When the inspector went to a box they had on the sidewalk and grabbed a vest to give it to him for free, and proceeded to give him a little talk about the importance of wearing it, the motorcyclists were sincere and admitted that they had never bought the vest or They did not know that it was mandatory to use it.

“Even though we worked on this topic all last year, we have seen many people without the reflective vest,” said Baute. He added: “What we are looking for is your safety and that of the rest since a person wearing a vest with reflective tape is 17 times more visible than one who does not wear it”.

Another of the complaints that IMM commonly receives is about the deliveries that often commit infractions: they pass with red light, they do not use all the required protection systems and they circulate at high speeds. Baute explained that Unasev is working “directly with them”, conducting training courses.

“They have identified them and they know which companies have hired them, but what that job has is that it is not permanent: today a person is delivery and tomorrow not, so it is difficult to have them controlled,” he said.

“We criticize motorcyclists a lot but we also complain when the food is late or cold, I am sure that none of us when the food arrives with the delivery we notice if it has a helmet or if it has a vest with reflective material. we need them, “he said.

Reflective vests will be mandatory in Germany in July

After the adjustment of the points system in May and the number of fines, Germany is preparing another change in traffic regulations. Since July, drivers will have to wear reflective vests in cars, and there is a fine for breach of duty.

Including a mandatory vest in the car should improve the safety of drivers who, in the event of an accident or breakdown, have to get out of the car because the motorists will see them better in the surrounding vehicles. The new edit does not specify whether the reflective vest is orange, yellow or green.

Unlike Austria, German regulations will not require a vest for each passenger, one per vehicle will suffice. If the driver does not have a reflective vest with reflective tape in the car, he may be fined 15 euros during a road check.

Mandatory since January 2011

However, the German ADAC club points out that if the driver does not wear the vest when getting off the vehicle, the offense is not. But in that case, he is unlikely to be entitled to compensation from an insurance company if a passing car injures him.

Reflective vests are mandatory in the Czech Republic as of January 1, 2011. There must be at least one vest in the car, it can be placed anywhere in the vehicle. In France, Italy, Slovenia, Slovakia, Austria, and Hungary, every vehicle occupant must have a reflective vest. One vest costs about 50 crowns, in some foreign countries reflective vests with reflective materials in green color, which use security forces (police, rescuers) are forbidden.

Reflective vests will be mandatory in Germany in July

Since July, drivers will have to wear reflective vests in Germany in cars, and there is a fine for breach of duty. On the same date, environmental rules for entry into some German cities are also tightening, with cars with red and yellow emission stickers no longer allowed.

Including a mandatory vest in the car should improve the safety of drivers who, in the event of an accident or breakdown, have to get out of the car because the motorists will see them better in the surrounding vehicles. The new edit does not specify whether the reflective vest with reflective tape is orange, yellow or green. But in that case, he is unlikely to be entitled to compensation from an insurance company if a passing car injures him.

The rules for entering some German cities have also been tightened since July. While cars with three types of emission plaques have been able to do so until now, only vehicles with a green plaque, which designates the engine with the lowest environmental load, will now be allowed to enter. The measure covers 21 cities in the Land of North Rhine-Westphalia. A similar arrangement has been in place for some time, for example in Berlin.

The type of emission plaque is determined by the number of harmful substances that the vehicle emits into the atmosphere during operation. Petrol-powered cars launched in 1993, diesel-powered passenger cars launched in 2006, and trucks commissioned in October 2006 are also eligible for a green plaque.

In the Czech Republic, it is possible to obtain a plaque at most stations of technical inspection after presenting a large technical certificate. According to the Central Automobile Club of the Czech Republic, the price of the plaque is around CZK 300, its validity is not limited in time.

If a driver entered a defined low-emission zone without an emission plaque or with a worse grade than the city permits, he would face a fine of EUR 80.

So you protect your dog in the dark

To be seen can save lives. Not just your own, but also your dog’s. Here are the tips for you and your animal to be visible in the winter darkness.

Darkness, fog, and snowfall make it difficult to detect both humans and animals. In NT’s acclaimed reflex video it is clear how crucial a reflex can be. According to traffic safety organization NTF, you can be seen already at 125 meters with reflective tape, but only at 20 meters outside. This also applies to your dog, cat, horse or other pet.

“Many people make sure that they themselves have reflective vests, but often forget the dog,” says Erik Tjäder, owner of the Arken Zoo in Norrtälje.

There are a lot of different reflex models. But the most common for just dogs are necklaces and vest. The necklace can either blink or be made of reflective material.

“The advantage of those who flash is that the dog is visible without it being hit by light,” says Erik Tjäder who, however, recommends a combination of the two for optimal visibility.

It is also important that the reflections are visible from all directions. A reflective necklace that runs around the entire neck, instead of just one side, can be a good idea.

“Then you give the driver a chance to discover the animal,” says Erik Tjäder.

He also suggests that from time to time check that the reflections really work.

They can be worn by washing and weather and may need to be replaced.

For better visibility in autumn and winter

Autumn and winter bring naturally shorter days, cloudy weather and unfavorable lighting conditions. The dark season thus gives all road users worse visibility in traffic. Help is provided by bright headlights and reflective vests, which ensure that drivers are better seen and seen.

If you have a very modern car with laser light, lack of brightness should not be a problem in principle. Even with LED lights or xenon headlamps, the lighting of the street should be sufficient.

But what can one do, if the light from their own halogen headlights is not (or no longer) bright enough? We will tell you how you can improve the light output of your vehicle headlights and what you should pay attention to.

Clean headlamp

First of all, the headlights should be clean. A soft fabric cloth and a little warm water are usually sufficient for external cleansing. In this way, not only dirty old headlights are bright again, but also new.

Dirty headlight glass not only reduces the light output but can also provide stray light. This, in turn, poses a danger because it may dazzle oncoming traffic as significantly as if the car headlights were set incorrectly.

If you want to clean your headlights thoroughly, you can clean the reflectors inside. Over time, however, the reflective elements may “go blind”. Then, depending on the extent, an exchange should be considered. The same applies to the headlight glass.

For example, if it is very cloudy or milky due to its age, even thorough cleaning inside and out does not provide much better light. Depending on the make in such cases, the purchase of new headlamps can be cheaper.

Change light bulbs

While the replacement of a complete headlight usually requires a visit to the workshop, the change of a light bulb can often be done in a few simple steps. Car models where the average consumer has to change the lamp in the workshop are fortunately the exception.

Therefore, it is worthwhile to change the bulbs in many cases. If you would like to use a more powerful bulb than before, you should first check out the manufacturer or the owner’s manual of which vehicle is approved for the respective vehicle type.

By changing the bulbs you can often increase the light output of the headlamps compared to the old lamps for little money often. About 10 to 20 euros cost brighter bulbs from major manufacturers. For this price even very durable “Longlife” models are available. Their lifetime is about four to five years, “normal” car lights depending on the manufacturer or quality sometimes only one year. Attention: Forbidden is especially bright special lamps as they are used in rally sport and afford up to 100 watts instead of the allowed 55 watts.

Upgrade old headlights

If you think that their correctly adjusted halogen headlamps are not bright enough, even when clean and with stronger bulbs, then only a conversion will help.

You should consider this, for example, if you no longer feel safe in the low light conditions in the fall or generally in the dark at the wheel.

However, switching from halogen headlights to LED or xenon technology is only possible if the technology in question actually exists for your vehicle type. This can give you in doubt, a car repair shop information.

The upgrade should anyway make a professional and can be associated accordingly with relatively high costs.

As part of two traffic safety events in Kutná Hora, policemen checked the driver

On Friday, June 7, 2019, and on Saturday, June 8, 2019, traffic safety events were held in Kutná Hora, focusing on drivers for whom the police banned the use of alcoholic drinks and other addictive substances.

These traffic safety actions took place on the basis of preventive measures to ensure road safety and smoothness, in an effort to reduce persistent discipline and the number of road accidents under the influence of alcohol. From the beginning of this year, Kutná Hora’s traffic police officers saved 15 cases of traffic accidents when the culprit affected by an addictive substance. In the same period in 2018, there were 18 cases where the culprit was under the influence of an addictive substance.

The police checked a total of 123 vehicles and imposed 13 fines totaling CZK 2,800. These included, for example, non-attachment of a seat belt, non-marking of a pedestrian with a reflective element, the unsuitable technical condition of the vehicle. There was no evidence of driving under the influence of alcoholic beverages.

TISPOL is an organization that brings together European police forces in the field of transport issues and is based on the transfer of experience and information. The main goal is to implement traffic safety actions across Europe. Actions are always focused on specific issues such as alcohol and drugs, speed, freight, and bus.

Security-preventive events of a similar nature will be held in Kutná Hora all year round.

Traffic police officers and police officers in the Kutná Hora region also focus on pedestrians in traffic. They are not indifferent to their safety. Traffic safety events focused mainly on places where pedestrians can expect to travel on the road outside the municipality, or the movement of other non-motorized road users in relation to their visibility is ongoing and will take place repeatedly.

It is our visibility that fundamentally influences whether the driver avoids us or collides with us. Reflective vests are very important under reduced visibility.

Pedestrian visibility

Especially important is the lower part of the body, the color of the trousers and shoes and the stroller, which we are pushing in front of us, so we can see first. Reflective materials are best placed on the most moving part – attracting more attention.

Cyclist visibility

The bicycle must always have a reflector on the front, rear, side, and pedals. In addition, the front and rear lights are reduced in low visibility. Reflective tape on the ankle is the ideal accessory.

Do not drink and drive

Alcohol is gradually released from the digestive system into the blood after ingestion of the beverage containing it. Because it is not commonly present in the body and can be considered a foreign substance – the drug – the body tries to destroy it. It depends on many factors that affect the rate at which alcohol is eliminated from the body. Excretion of alcohol occurs through breath, sweat, and urine. The rest is processed in the digestive system. The main factors influencing the mechanism of alcohol elimination include height, weight, and sex, as well as the rate at which alcohol is taken. In an hour, the body can get rid of about 0.1 per mille. It is not important whether one sleeps or sports. Neither black coffee nor fatty foods have the necessary effect. And there is no miracle pill.

Another danger that many drivers often underestimate is the sneaky residual alcohol and the subsequent “hangover” with the overall downturn. The results of the research have clearly shown that a value of around 0.2 per mille in the blood is already proving to impair the ability to drive. Risks tend to increase, self-confidence increases, the ability to recognize moving lights deteriorates, and distances are poorly estimated.

Serious traffic accidents occur through unsafe driving, driver recklessness, and non-compliance. All road users must realize that road safety cannot be ensured by violating traffic regulations and rising aggressive driving. Despite all the efforts of police officers to carry out traffic actions and increased surveillance on the roads, it is not entirely safe on our roads, as drivers and all road users in particular need to be considerate and have a common interest in reducing road accidents on our roads.

A pedestrian died in Berezovsky district: crossed the M1 highway

On Friday, March 29, at the 122 kilometers of the M1 road accident occurred with a tragic outcome.

According to the Department of Internal Affairs of the Brest Regional Executive Committee, in the Berezovsky district at 20:45 a BMW 325сi car, driven by a 35-year-old resident of Birch, hit a pedestrian.

A 50-year-old local resident, who crossed the road in an unspecified place with a bicycle in his hands, hit the wheels of the car.

It is noted that the man had reflective vests, but this did not help to avoid an accident.

The driver did not notice the man and hit him in the left lane of the road. From pedestrian injuries died on the spot.

Light in the dark kingdom. Where to buy a reflector for pedestrians

In the black-and-black city, black-and-black people walk on dark nights. Sometimes, even on the illuminated streets of Pskov, pedestrians literally fall out of the darkness onto the “zebra”. A lone figure hiding in a lampshade jumps out onto a crosswalk. What to say about the unlit roads in district centers. Yes, and in Pskov, there are enough dark streets and even avenues.

Suddenly warm November and December, a short light day turned snowless Pskov into the realm of dark streets, weak lanterns, and pedestrians in dark clothes. “People, you are not visible!” I want to shout to every person whose footsteps on the roadway.

Flicker: what is it and what is it eating with?

For those who do not know. Light reflective material makes the pedestrian more visible in the dark. According to official statistics, in the dark and when the dipped beam is on, a black body without a reflector can be seen in 30 meters. With a reflector – for 130 meters.

The citizens of Pskov who have visited Estonia with enthusiasm speak about the wonderful tradition of neighbors to wear reflective fabrics on their clothes. The survey results on the Pskov News site (507 people participated) showed the following:

4.93% of respondents wear flickers themselves.

10.06% answered that their child was wearing it.

3.75% reported that “the whole family is wearing.”

43.39% do not wear flickers.

37.87% do not know what it is.

We decided to find out: what about the light reflectors in Pskov. In search of “fireflies,” they phoned and walked around the Pskov shops. The search took place in various retail outlets: from small shops to supermarkets, gas stations, and auto parts stores.

I had to walk a lot and ride around the city. For example, at three Pskov gas stations could not find a single reflector. At the Pskovnefteprodukt gas station, they said that recently there were reflective badges and reflective vests on sale, but now they are over.

By the way, not everyone knows the word “flicker”. “How, as you said?”, “What is it?” Is the most common reaction of sellers. In fact, why use a foreign word, if the manufacturers came up with a Russian equivalent – light reflectors? Official speech and official slang are more suitable “reflectors”. Better and ask.
