Driving in the coming months will be unpleasant sleet, slippery roads, fog and especially dark in the morning and early evening. Especially in the autumn and winter season, the most frequent clashes of cars with pedestrians occur due to reduced visibility. The police, together with the Besip department, will distribute 18,000 reflective tapes as part of the security event.

Pedestrians, according to the leader of Besip Martin Farar, are the only group of people killed in traffic accidents that die more at night than in the daytime. Eight out of ten victims die outside the crossings. In winter, pedestrians most often die in the morning between 06:00 and 07:00 when the light is not yet fully lit and in the afternoon after 16:00 when it gets dark.

November is the most dangerous month for pedestrians

The highest number of crashes is on 1st class roads, although the number of cases has a decreasing tendency. Conversely, on lower-class roads, the number of deaths is increasing. The least fatal incidents with pedestrians are on highways.

“Most of these tragic accidents happen just in the autumn in the morning or in the evening, at a time when everyone on the road is on the sidewalk, but even at a pedestrian crossing, at risk of not seeing them,” Warns Goodyear. According to statistics, November is the riskiest month for pedestrians.

In December and January, the driver waits long hours behind the wheel without sunlight, and the possibility of a serious traffic accident increases significantly. Even if drivers drive only one-fifth of the total mileage at night, nearly 50 percent of all major road accidents happen at night or in the dark.

This year, 68 pedestrians died on the roads from January to September, but according to Besip estimates, this figure will rise to around 116 by the end of the year. Over the last three months, more than two-fifths of those killed have been killed. Pedestrians are the third-largest group of fatalities after passenger car drivers and their passengers. They are followed by bikers and cyclists.

Cars are obliged to shine, but pedestrians, even though they are the most vulnerable in traffic, do not have such a duty yet. The Ministry of Transport, however, has already prepared a law that would require the use of reflective elements.

The draft amendment to the Act on Road Traffic, which is currently under the comment procedure, envisages the introduction of an obligation for pedestrians moving along an unlit road or on the edge of a roadway to have reflective elements on them.

“Every pedestrian should know that in dark clothes, he is almost invisible in the dark on the road. A driver who does not see the pedestrians in time cannot respond quickly and avoids pedestrians safely,” explains Katarína Ardová from Goodyear. It is therefore very important that the driver sees the pedestrian or cyclist in time. Any reflective element that can reflect the incident light from the vehicle headlamps is well suited to this.

With reflective material elements, the pedestrian is visible to the driver up to 200 meters, while if the wear is black or blue, it is only 18 meters. However, the reflective elements do not work much in fog, rain or snow.

In some countries, the number of deaths has been reduced by the mandatory use of reflective vests for pedestrians. Reflective elements can reduce pedestrian participation in a fatal accident by up to ten times in poor visibility. In addition to a vest, a suitable solution is a backpack or jackets with reflective elements. “We found it better to move the light area,” says Robert Stastný from Skoda Auto. “Reflective elements are better to have on the limbs we move than on the body or backpack,” he adds.

Reflective elements protect the life of pedestrians

Traffic police focused on pedestrians in the early morning and evening hours as part of Wednesday’s traffic safety event to see if they were sufficiently visible to drivers.

According to the head of Hradec Králové’s traffic police Karel Kotil, a total of 110 pedestrians were checked, of which only eight had no reflective elements. “But it was in illuminated sections,” he said, adding that one of the pedestrians from Bystricko handed over for administrative proceedings.

According to road safety experts, at night the driver will see pedestrians with a reflective element at a distance of two hundred meters. At 75 km / h, the driver needs at least 1.5 seconds to realize the danger and react. During that time it will travel 31 meters. And before he starts his own evasive maneuver, he walks more than 150 meters away from seeing a pedestrian. For this task, the driver needs approximately 200 meters, which is the distance a pedestrian with a reflective element will see. This implies that a person moving in dark clothes at night does not give much chance to safely avoid the maneuver. Therefore, not only cyclists have to be properly illuminated and marked at night at present, but also the pedestrians have to wear reflective material elements outside the village.

Although pedestrians do not have to have reflective elements in the city, the police appealed to all who walked along the sidewalk of Kasal’s sawmill in Jindrichuv Hradec in the morning, to urge them to wear reflective elements everywhere and to distribute them immediately. For example, Naďa Vaclavova had a flashlight with her, but in her bag. The long-awaited obligation to wear reflective elements under reduced visibility will come into effect this Saturday, February 20. Under the amendment to the Road Traffic Act, pedestrians will have to wear reflective elements in poor visibility when moving outside the village along the side of the road or at the edge of the roadway in a place not lit by public lighting.

Reflective elements will be mandatory for pedestrians not only at night but also at dusk or fog. Pedestrians will not have to wear reflective vests, a high-quality retro-reflective material of strong color ( yellow, light green), which will be visible to other road users, will suffice.

The Department of Transport recommends pedestrians to use a reflective strap on their feet or hands towards the road. Ideally, such a tape should appear on both limbs. These tapes can be found in sporting goods stores or classic supermarkets, their price is around 30 crowns.

The test of sister magazine Svet motoru proved that even with this cheap solution pedestrian is much better to see than not illuminated. The Ministry of Transport adds that while a pedestrian in black clothes can see the driver in the dark only 18 meters, using a reflective tape ment can recognize it to 200 meters. As a result, the chauffeur has more time to react to and avoid pedestrians.

Pedestrians who do not wear reflective elements outside the village in the dark are threatened with a fine of up to CZK 2,000 in block proceedings, while in administrative proceedings they will pay CZK 1,500 to CZK 2,500. However, police will be forgiving in the coming weeks and will focus on education rather than sanctions. In cooperation with BESIP, they will distribute reflective tapes and bags to guilty pedestrians free of charge.

Dark clothing could also play a role in the tragedy

A tragic traffic accident in which two people’s lives died out, it moves emotions in a wide region. According to the unconfirmed information, both pedestrians who died at Český Brod should have been in dark clothing and without reflective elements or other signs that would make them more visible in the dark. The police, appeal once again to pedestrians and cyclists not to underestimate visibility.

The cause of many traffic accidents is the lack of visibility. Of course, pedestrians are the most vulnerable when visibility is reduced. Drivers who hurt pedestrians or cyclists agree that they have not seen him at all or too late. Cars and motorcycles, as well as cyclists, are obliged to light, pedestrians are not obliged to do so. For their safety, pedestrians and cyclists should use reflective materials. It is recommended for motorcyclists. “It also happened to me that I was glad to avoid an unlit cyclist. According to another addressed driver, the worst pedestrians are in dark clothes. “And today’s youngsters will throw their hoods over their heads so that the driver will never see them at all. Reflective tape can save your life

A series of tests have shown that when a person is in dark, blue clothing, the driver can record it at a distance of 18 meters. It is better, for example, with the yellow color of the clothes, when the pedestrian is recorded at a distance of 37 meters, in white the driver can see it at 55 meters. But even this distance is not sufficient at night to safely avoid pedestrians. Pedestrians should therefore always have an element on their clothing that would make them more visible.

Fluorescent materials increase visibility in daylight and dusk but lose their function in the dark. It is preferable to use reflective materials – they reflect light in a narrow cone to the source, up to a distance of about 200 meters. They significantly increase visibility in the dark and in reduced visibility. Reflective material is visible at night 3 times greater than white clothing and more than 10 times greater than blue clothing.

It is best to place objects made of reflective materials at the end of the sleeves, close to the knees and at the waist level (cyclists also wear helmets and reflective vests ). Children can then get clothes that are already equipped with elements of reflective materials, as well as already equipped school bags.

2019 Safety Experience Day

Officer A.Dijokait is known by many children not only in the capital but also in other Lithuanian cities and towns – she has been teaching them the rules of road safety at various events and special lessons for more than 10 years. Groups of toddlers and teenagers are coming to the Traffic Safety Class at the Vilnius County High Police Commissariat’s Road Police Board, where attractive traffic safety lessons are being organized. In the classroom, adults are also learning: parents, educators, students, and seniors. A 15min talk with an officer about how parents can prepare their child to break into the traffic stream. Road safety lessons are spent in kindergartens, schools, special projects, and events. Can parents expect this to give their child the most important knowledge? Although I am constantly working with children of all ages, the rules of road safety are also discussed in kindergartens and schools, but the primary responsibility for this knowledge lies with the family. After all, parents are the greatest authorities of children, the best teachers, they know the peculiarities of their child, their behavior in certain situations. The conversation between parents and children about traffic safety mustn’t be abstract and one-off, but repetitive and detailed, and comments in real-life situations help a lot – pedestrian behavior with both right and wrong can help. It is not enough for a child to wish: “Be safe!” It doesn’t mean anything. Parents must teach him how to be safe. And not just to teach, but to constantly observe how he follows the rules. Of course, there is no need to formalize everything, but let’s say the topic of yesterday’s talk maybe about how well your child has crossed the street and the safety of a child’s passenger while traveling by car. As a general rule, the child should be constantly talked about and reminded of how to stay safe in traffic.

Thus, the primary purpose of traffic safety training is to present a bouquet of knowledge and to prepare the child for the journey so that the child can see and avoid the dangers of the traffic environment. A child can’t draw only an ideal world, he must understand that even in a pedestrian crossing it may be unsafe. Of course, there is no need to frighten children down the street: “you are going to die!”, “You will be met!” We need to talk about the diversity of people and situations. For example, when traveling with a child, it is possible to notice which drivers are talking on mobile phones or with passengers, explaining that such a driver may not be noticeable in the child’s crossing. Even the various children’s poems call for courageous steps, but I would say that it is not courage but wisdom and caution. Talking with your child starts with the essentials, which are that there are two parts of the streetcars for cars, sidewalks, and sidewalks – for pedestrians, and good road traffic rules to ensure safe use and harm. After all, rules do not exist anywhere if they do not exist in our daily behavior.

By what age are children well aware of the rules of the road? Kids 3 to 5 years old are worth teaching through the rules of the game, and kids 6 to 8 are very receptive, they believe in what you say, they understand and remember well. If we spend the time when the child is receptive and trustworthy, when the adults are their true authority, talking to the teenager may already be difficult as they are already learning from the wrong examples or even from their own mistakes and those around them. I would advise you to talk about road safety with children from an early age, adding to the knowledge that is relevant to the age of the child and would be used daily in real life. It is important to understand that the rules of the road, just like the provisions in the booklet, are too abstract for children. They need a playful presentation, they need to speak his language, then it will be clear. For example, young children often do not distinguish between left and right and this is normal until a certain age. This can be taught through play – songs, exercises, reminders that we eat, write and so on with the right.

What other traffic situations are often left aside when talking to children? It is a mass event and various celebrations – it is necessary to talk to the children that in such cases it is not possible to jump between cars, it is necessary to look for the driver to notice and stop the vehicle. Children also need to be told about the stopping distance of the car, as they demonstrate during the lessons that they expect the car to stop faster than is possible. Few people talk about moving cars in reverse and after all, the accidents that happen are related. Although the driver has to be very environmentally aware while reversing, I explain to the children that everything is possible – his car windows have become dirty or frosted and he has had to clean himself, or he talks on the phone and so on. It is important to point out to the child that he can guess from the sound of moving the car backward, that he can see smoke in the winter, and finally that we all see white lights. Such signals indicate that the machine is moving. What other important things should parents take care of when allowing their child to travel to school on their own? I am glad to see more and more children wearing bright clothes, reflective vests, backpacks, accessories with reflective materials. Parents mustn’t shy away from buying such brightly colored clothing and dress their offspring with it. Adults need to ensure that not only does the child have a reflective tape, carry it, but also learn how to fasten correctly. After all, it is often the case that the only reflector on the backpack and the child is on the highway before the vehicle traffic and is invisible sides (pockets), on a long strip for knee height and free-swinging.
