The policemen in reflective vest stopped the selected pedestrians for a whole week. But not people were committing misdemeanors, but because pedestrians had lighter clothing. Many drivers know about it. Few people in his life did not get to see the man who entered the road in the shadows. “We shared 325 reflective tapes. In the morning, we handed it to people at bus stops, business trips, doctors, bakers, news stalls, gateways, and buses. This was the first regional event of this kind in the field after the cooperation of the municipal police in the field of crime prevention. The government orders walkers wear reflective vests

Do you live in a village where public lighting does not work, or do you often walk in places where visibility is low? Then prepare your wallets. The Ministry of Transport wants to ask pedestrians to wear reflective vests or at least clothing equipped with reflective elements.

 

The reason for the proposal is according to the Ministry of Transport of Pedestrian Safety. “Particularly in reduced visibility, the distance to which the driver is able to see pedestrians moving without reflective elements on the road, in particular, leads to accidents, often with fatal consequences,” notes the Office of the Minister in the explanatory report to his Of the proposal.

 

The ministry suggests that pedestrians wear reflective elements in their garments, for example when they go on a road or other road without public lighting and reduced visibility. “Decreased visibility refers especially to dawn, twilight and night, during the day especially mist and heavy rain,” he says.

 

Costs for the acquisition of reflective material will not be too high, according to the ministry. “Given that the detailed specification of the features (dimensions, material) or the location of the reflective element on the garment (only a general requirement for visibility from other road users) is not foreseen, these pedestrian costs will be relatively low (purchasing costs A reflective band on the sleeve of about thirty to forty crowns per pedestrian) and, in principle, one-off, “the ministry said. These costs may be further reduced in view of the fact that in particular sportswear is often incorporating reflexive elements, logos, stripes and the like.

 

Reflective vests or sleeves will have to be carried in your backpack or bag almost all the time. At least, it follows from the Ministry’s statement: “The above costs for the acquisition of a reflective element will have to be passed on by each pedestrian, as he may be in a situation where he will be obliged to use them.” On the other hand, however, in places with denser buildings it is possible to count the existence of sidewalks or public lighting, where there is no obligation to have a reflective element, and therefore this option certainly does not imply a general obligation to wear, for example, after dark in the city reflective elements, the office adds.

 

 

 

 

The police in safety vest patrol the dangerous places

Police in safety vest are surveillance on some roads, but also the removal of dangerous sites on roads where marking should be improved. This is planned by traffic police this year. Places of serious accidents have already been checked by police experts over 600, some have already proposed measures.

 

Police traffic engineers surveyed 607 places where fatal accidents last year. In 42 cases, they proposed measures to prevent or at least mitigate the consequences of accidents. Police officers will continue this year’s inspections, also focusing on places where the drivers themselves warn them.

 

“We are trying to make these places safer if we find that their condition could have an impact on the accident or its consequences,” said Tomas, head of traffic police. Traffic police officers suggest wearing a reflective vest to keep safety, for example, renewing or changing the markings to guide the driver, for example, when crossing the junction.

“It’s about making the security elements so-called forgiving. That is, when the driver makes a mistake to prevent serious consequences, such as getting out of the road and hitting a tight hurdle, “Letch said.

 

Police officers also deal with drivers’ suggestions when typing dangerous sites. So far, unfortunately, there is no uniform system where drivers can report their traffic signs. That may change. “We are talking about a systemic measure with the BESIP department that would create a uniform application,” said the head of the traffic police. Already now, police say they deal with every stimulus they get.

 

In 2015, traffic engineers detected 11,288 faults on road signs. They also checked about 1,500 rail crossings where they found 755 things that could improve. “Of course, we check whether these defects are removed,” Letch assured. Most of the reported bugs the communications manager managed to remove.

Increased security on major sections of motorways, expressways and some first-class roads is also to be assisted by ongoing police surveillance. “We want to establish communications where regular police surveillance will be the rule,” said deputy police president Martin. In addition, there are also no hidden patrols, including fifty new civilian cars equipped with measuring technology.

 

In addition to improving traffic signs and repression, traffic police will arrive this year with several preventive actions. For example, pedestrians will give out reflective tapes that will increase their visibility in poor lighting conditions, drivers and bikers present at major events will offer again.

Last year, police executed 1,664 preventative-security control actions. They found nearly 3,000 cases when the driver ate alcohol, and 854 people were driving under the influence of narcotics. During the inspections, 24 stolen vehicles were found; in almost 580 cases, a man without a valid driver was sitting behind the wheel.

Pedestrians must now wear reflective elements

The number of road accidents caused by pedestrians is rising. This is due to the wrong passage of communication, but also walking along it, when a walker in dark clothing fits with the surroundings and the driver sees him at the last minute.

 

The most vulnerable people in road traffic are children and seniors, so the presentation of the need to use reflective vest is first in their ranks. Yesterday, the Territorial Department of the Police of the Czech Republic in Loom and BESIP held this issue in the Club of Seniors.

 

“It is the first such event in the Region. About 30 seniors, with the BESIP regional coordinator Jan, provided reflection elements and information on how to use them, “said Pavli, a spokesman for the Czech police.

 

Last year, police also solved 26 road traffic offenses committed by pedestrians. This number may increase rapidly this year if pedestrians fail to comply with the new mandatory reflex feature. This is stipulated in new paragraph 9, paragraph 53, of the Road Traffic Act.

 

He says: “If a pedestrian goes out of the village in low visibility on the roadside or on the edge of the road in a place not illuminated by public lighting, he is obliged to wear reflective material placed so as to be visible to other road users. ”

Pedestrians must remember their visibility using reflexive elements not only in the dark but also at dusk, dawn, mist or heavy rain. The provision does not say how the reflex supplements should look and where it should be located.

 

“For the minimum, I consider the dimensions of the reflective tape, located best above the ankle on the side facing the center of the road,” says Roman from the Road Safety Team. Because of the reduced visibility, the drivers are best viewed by pedestrians with reflective accessories placed on moving parts of the body. The moving fluorescent points react roughly three times before the reflective surfaces are statically located on the fuselage. Reflective accessories can be in different colors, more pronounced than white, which can blend in with horizontal markings, are red, red orange, orange, yellow or greenish shade to provide more contrast with the environment.

 

When driving, the driver should anticipate the movement of the persons on the roadside and adjust the speed of the distance to which he has a view. In surveys, it was found that a driver driving with dipped-beam headlamps can see pedestrians at a distance of 50 meters or less, pedestrians with reflective elements of 100 to 150 meters. With the lights on, the pedestrian can see a maximum of 100 meters, a pedestrian with reflexes up to 300 meters. The differences are therefore striking.

 

Pedestrians who fail to comply with a new obligation are subject to a new fine of up to CZK 2,000. Initially, however, policemen will use lessons, invisible pedestrians will learn about the dangers they pose not only to themselves but also to vehicle drivers. But pedestrians should remember that they are exposed not only to the threat of financial penalties, but also possibly to the obligation to pay part of the medical or other costs incurred in connection with a traffic accident.

 

Reflective accessories can now be purchased, for example, in stores selling sporting goods. However, it is always necessary to take care of their quality, especially their sufficient reflective capacity. Reflective pendants also fulfill their function. We found them at Altman and G3.

Without reflective vests do not go abroad

When traveling to France, we need a tester of alcohol in the car. But if we do not have it, the police wear safety vest will not give us a fine for a large discussion. This is one of the many differences in regulations in individual European countries. Therefore, it is worth paying attention to these differences before and before the journey. For other misdemeanors we will get the fine.

 

Virtually all countries should have a warning vest in the car, for everyone in the car, extra hand and not in the trunk under the luggage. But in a number of countries, we also have something extra in the car. “Fire extinguishers can ask for us in Poland, but it is usual in southern countries such as Bosnia and Herzegovina, Montenegro and so on. As for some specialists, in Spain, if you use dipodic glasses, you can be fined for not having a substitute, “says Igor of ÚAMK.

 

In all the countries where we usually go, we have to make a phone call behind the hands free, but according to Peter Womack there is no hand free like hands free. “If we go to Greece, the hands free earphone set is not allowed via Bluetooth, but only fixed in the vehicle. So if we have hands free in our ear, it’s taken as if we were using a normal phone. ”

 

Different rules also apply to daytime running lights, and here are the technical regulations. “In the case of daytime running lights, the tail lights must be lit in Hungary. So the red lights must shine with those LEDs we’ve done. This does not apply to vehicles equipped with reflective clothing and daytime running lights already at the factory, “says Petro.

 

We will also have the appropriate equipment for any evening walks on the holiday site. “In the European Union there is a newly introduced duty to wear reflective elements outside the built-up area as a pedestrian and for reduced visibility. For example, Hungary, Poland, Slovakia and other countries are preparing for it.

 

As a matter of fact, reflective tapes are enough; we do not have to walk around the sea directly in reflective vests. Different rules await bikers in many countries. “For example, in Bulgaria, bikers have to wear a reflective vest. In France, a helmet with reflective elements is needed, a first-aid kit in Austria. It must be packed against dust, “he explains.

 

For example, in popular Croatia and other countries it is forbidden to transport children under the age of 12 on a motorcycle, and especially a moped. And then it pays off to look at the obvious thing – speed limits. Ordinary tolerance by Igor Sired, plus ten, is no longer the case. “It mostly worked, but unfortunately no longer, so Austria, for example, very strictly announced that it would tolerate plus five and no more. Well, it’s not just Austria. “And generally, we’ll get a fine of 30 to 40 Euros for a slight overrun.

Reflective elements save lives and money for fines

Police officers have the option to save pedestrians without reflective elements outside of the municipality a fine of CZK 2,000. Meanwhile, they are rather preventive, and pedestrians and cyclists distribute protective aids.

 

From 20 February 2016, amendments to the Act No. 361/2000 Coll., On Road Traffic, have begun to apply. Pedestrians have a new duty to wear reflexive elements for poor visibility when moving on public roads. For violation of this obligation, the policeman may award a block penalty of up to CZK 2,000, or in the administrative proceedings between 1500 and 2500 CZK. Meanwhile, the police are giving away the reflective tapes.

 

Do not want to get into the stats!

In the period 2012-2015, 523 pedestrians died, of which 303 at night. More than half of pedestrian fatal accidents occur on night accidents. Outside of the village it is alarming 79%.

 

Campaign for Safe Behavior

Since last fall, BESIP has been alerting the campaign “Do we see?” It aims to teach pedestrians to use reflexive elements. BESIP, in cooperation with the Police of the Czech Republic, distributes 500,000 reflective tapes, 100,000 reflective vests for seniors and tens of thousands of reflective laces and youth cups.

Ordering pedestrians to wear a reflective belt

According to the MF DNES, according to the calculation of the DN DNES, about 120 people died, the official numbers are not yet. Half of them usually hit the car in the dark. The most risky months are when it is dark.

 

“Pedestrians contributed quite a lot to the increase in deaths. We were pointing to the invisibility of pedestrians, which was just reflected in December’s statistics, “said Tomas, head of the Czech Republic’s Transport Police, MF DNES.

“MEPs should have taken the law sooner to make the pressure on people bigger,” Larch thinks. If the law were to pay, the number of deaths would probably fall below six hundred.

 

Ten times safer

“Experience from abroad shows is that the mandatory introduction of reflective material will reduce the number of pedestrian victims in the night from tens to units. But we want people to lead the reflection element to save their lives, whether it is mandatory or not, “Minister of Transport Dan Dick said to MF DNES. Last year, BESIP organized an awareness campaign to distribute the reflective strips.

 

MF DNES underwent specific cases of accidents in which pedestrians died, several weeks back. Very impressive is the accident of December 22, when the car crashed a fifteen-year-old girl near Lidice. The schoolgirl succumbed to the injuries. The Ford Mondi, whose driver ran the girl, passed two other cars just before the collision. Their police drivers are looking for a witness.

The tragedy showed that just the moment when a pedestrian on the roadside and two cars are passing by is very risky. The driver no longer has the place to avoid the pedestrians at the last minute, and he is also dazzled.

 

MEPs passed a law imposing the obligation to wear reflective elements while traveling on roads outside the village, which was approved on December 9. The people who leave without them in the darkness or fog, that is, in a diminution of visibility, as pedestrians on the road between two villages, will again face a fine between 1,500 and 2,500 crowns.

Pupils received reflective tapes

No pedestrians or cyclists on the roads are unnecessarily risk-free. Mainly under bad light conditions, drivers are poorly visible. Reflective elements were also recently received by schoolchildren in the municipalities.

 

For example, Timor Rajeev, who attends the fifth grade at primary school, praises a useful gift. “It’s super. In the morning I go to school myself, I think it will help me, I will see more, “he recounts. Just like eighteen hundred other children from the region on Thursday, he received reflective tapes and handcuffs and briefcase.

 

Safety features were handed over by representatives of Hyundai, which has been working with 13 neighboring communities since the beginning, thanks to the Good Neighbors program. “This year we have arrived with a traffic safety project, starting in the autumn, so it will soon dim, the morning is still dark. Reflective material increase pedestrian safety in many ways, making it an effective contribution to active child safety, “says Pert.

 

Policemen like this. According to them, reflexive elements are brought to the attention of both pedestrians and cyclists who can save their lives. “It is obvious that education is important. People are aware of how to protect themselves, “says Daniela of the Regional Police Directorate.” We assume that children will learn to increase their security from their parents, school, but the more they repeat, the more hope they get they remember it for the future. ”

 

While cyclists remember the law, pedestrians do not have the obligation to illuminate or to designate a reflective supplement. However, experts from BESIP warn that a black man sees the driver at night seven times shorter than a pedestrian with reflective clothing. “Any activity for child safety is welcome from us. Walkers in the dark with reflective tapes

The Senate unanimously approved an amendment that, among other things, will allow municipalities to restrict the operation. Norm also orders pedestrians to wear reflective elements outside the village if darkness or otherwise impaired visibility.

 

The law also allows the police to withhold a small technical license in the event of a poor technical condition of the vehicle. The Senate has decided against it today despite the efforts of some senators who wanted, among other things, to take police officers the right to measure the speed of driving or to allow cyclists to ride after drinking less alcohol.

 

The novel, which also obliges motorists to clean vehicles from ice and also from snow, if they prevent them from viewing, will be signed by the president.

“The ministry of transport has a negative opinion on the proposal to drop the possibility of measuring the speed of municipal traffic by the police,” the minister of transport, Dan, told the senators. He justified this inter alia by not discussing this change with the authorities concerned and assessing its impact on both traffic safety and radar investment.

 

He wanted to remove the right to measure the speed of the chairmen of ODS senators and the Mayor of Teplice. He argued that many municipalities want only to improve their income and speed to measure outside the built-up area. He also pointed to the administration and the increase in unpaid fines, which he said last year climbed to 43 million crowns.

 

What does the law introduce?

– Municipalities can regulate the operation

– Pedestrians can move between the villages in the dark or otherwise reduced visibility only with reflective vest, otherwise they are liable to a fine of up to 2000 crowns

– The police can withhold a small technical card if the vehicle is in poor condition

– Motorists are obliged to clean the vehicles from ice and snow if they prevent them from viewing

– For six months, the authorities may withdraw a driver who drives a railway crossing at a time when signaling works

 

Senate Vice-President proposed to allow cyclists, either according to the Austrian model, 0.8 per mile of alcohol in the blood if they were traveling on third-class roads and / or cycle paths, or alternatively 0.5 per mile. He also wanted to limit the maximum penalty for alcohol for cyclists to 500 crowns.

 

To the duty of reflective elements for pedestrians, vests or only strips on the sleeve, the Minister of Transport stated that the violation would amount to a fine of two thousand dollars. Wok also said the ministry had a deal with the police to give people more of their reflective tapes.

He also announced that his office is seeking an agreement with the Czech Association of Insurers to ensure the removal of non-mobile vehicles. He responded to the request of Senator (for the SZ) that the government should take action against overtaking offshoots.

A shining outfit with reflective material in the dark

BESIP sends a clear SIGNAL: “See Me!” In the fourth year of Signal festival, he wants to highlight the importance of using reflective elements and show a new pedestrian visibility trend. On the Fruit Market in Prague, for four days, human beings literally light up.

 

“It is important not only to see but also to be seen. For visitors to our BESIP Point, we will have reflex tape ready as a basic security element of visibility. We also want to show how clothing with reflective elements can not only work but also looks good. That is why we have prepared a proposal for a collection of sportswear for women, and we will introduce other ways of using reflective materials, especially for children, “says Martin, head of BESIP, to add to the unique festival:

 

“Because it is a festival of light, we will also show the future of pedestrian visibility. We contacted the Technical University of Liberec, where they patented the unique use of nanotechnology to illuminate various items, including clothing. While others illuminate various objects, our show will be lit by people and dummies in shining clothing. ”

 

BESIP, in cooperation with Active Czech Republic’s Mobility Unit, has prepared an exhibition in Prague, based on reflexive elements, from their use to clothing to more and more popular reflexive tapes, an attractive part of the exhibition and a look into the future. We will see the unique models of dresses of Slovak designer Susana who used lighting elements for women’s dresses and accessories, but also the use of this technology in the near future: from warning vests through rescue workers’ clothing to accessories for athletes.

 

BESIP security patrols will also be part of the festival and will help to ensure the safety of people traveling along the festival’s path in bright shining clothing. “By working with the university and the company that is in charge of commercial patent use, we are among the first to get the final prototype vests that not only meet all the parameters in terms of the use of reflexive materials but also feature luminous elements. This adds a new dimension to pedestrian visibility, “adds Martin.

 

“However, it is important to STRESS that such an outfit requires an active source, and for the visibility of pedestrians there is something extra. By law, the pedestrian outside the village must be equipped with reflective elements and any light, even self-evident and visible, is not sufficient. It must always be used in combination with reflexive material, just in cases when light comes out of energy, “he says.

 

Let us add that, as of 20 February this year, an amendment to the law, which clearly sets out pedestrians outside the municipality, obliges them to wear reflective vest that are visible to all other road users, front, back and side. In this sophisticated period, it should be remembered that the reduced visibility is not only the time from sunset to its east, but also fog, heavy rain or snowfall, so reflective elements are mandatory under these conditions even at the time of day.
