Police gave pedestrians fines and reflective elements

Pedestrians and obligatory use of reflective materials have been targeted by the Moravian-Hessian police in recent days. Many sinners have been stuck in their networks.

“The three cases where the offenders did not agree with the amount of the fine were notified to the relevant municipal authorities,” Pavlov added, saying that policemen did not only pay fines to pedestrians. “They also had reflective vests and recommendations to use them in the village to improve their safety in low visibility,” Pavlov explained.

During the event police officers also checked the drivers. The most common misdemeanor was the unsuitable technical condition of the vehicles (68), and thirty-eight people did not use seat belts. Eleven drivers stood behind the wheel after taking drugs, fourteen had alcohol. As four of them breathed over one pro-mile, they would be responsible for a criminal offense under the influence of the addictive substance.

Total police officers checked nearly 4500 vehicles and 800 pedestrians during the event. They found 664 offenses, 626 of which were settled on the spot by imposing fines in excess of 200 thousand crowns, reported to the relevant local authorities about thirty-eight cases.

Until now, only children under the age of 15 had the obligation to wear reflections. Now it has been extended to all pedestrians who will move around the dusk outside the built-up area. The pedestrian will be able to move without reflective elements at dusk only on the road intended exclusively for him or on the sidewalk or in the residential area, where the pedestrian takes precedence over the vehicle.

 

From Sunday, persons who do not comply with the new regulations may face a fine of 20 to 500 zlotys. Baronies, president of the Partnership for Road Safety stressed that this is a very important amendment. It is good that for the first time such a change appeared in the law, because shaping awareness is one thing, and the legal requirement is second and good if the legal requirement coincides with that awareness – he said.

 

He remarked, however, that a lot of work was still needed to make society aware of the importance of the problem. It is not just about fulfilling the duty and wearing any kind of reflection, just to wear something that is actually visible, that is, a sufficiently large, appropriately good quality material – he added.

 

The police officers, who are hardly visible to the driver, point out that the pedestrian, who moves on a dark road without reflections, is practically invisible. The driver is able to notice such a person only from a distance of 20-30 meters. However, if the pedestrian has reflective tapes, the driver can already see it from over 150 m.

The police gave walkers reflective vests

During the service, they still reach people who, outside the built-up area, move around at dusk without any reflective material. On Monday, Elblag police officers had reflective vests for them.

 

Traffic police officers carried out activities under the name NURD yesterday. This abbreviation means unprotected road users. This time, in addition to carrying out the controls, police officers were handing out reflective vests to pedestrians – informs Commissioner Krzysztof Nowak, a press officer of the Municipal Police Headquarters in Elblag.

 

The main objectives of Monday’s police action are to protect pedestrians and to make them aware of the importance of visibility on the road. We acquired the reflective vests and thanks to that, we could make such a pedestrian gift for the actions of traffic police officers – he says. These vests will also be given away during subsequent actions.

The officers handed bicycle lamps, bells, vests, and reflective hats. Then the laughing peloton traveled about 10 km long, which led from Wanaka, through Gnat. There were more attractions waiting for the participants there, including prepared by the members of the TSO a common bonfire.

On Wednesday in the Senate, the law on traffic on the roads passed, which primarily introduces the obligation for pedestrians to wear in the dark outside the village a reflective element on clothing. If the president signs the standard, the nightwalkers should already be looking for such a “shining” stripe. The obligation will probably begin to apply in the spring before the days begin to prolong.

 

When approving the law, there was an objection from the liberals, it would be enough if the pedestrian were on the road with a torch and no one would have to make his arm wrap his reflective stripe. Even in the Chamber of Deputies, he even tried to suggest Deputy Stanislaw, but his idea did not pass. MF DNES therefore tested (for the second time), as it is visible to a motorist from a different distance pedestrian walking at the side. This time, we included a headlamp lamp in the test. From my subjective point of view and from the point of view of my fellow driver, the headlamp in the test won. The walker with the flashlight on his forehead can be seen up to 400 meters

 

Everything looked like I was walking along the white line at the edge of the road, the camera operator was coming across from me, and from the moment, he first saw me, he began to measure the distance until I arrived. With the flashlight on my forehead, I could see 400 meters. The glowing stripe attached to the arm was visible at half a distance of two hundred meters. On the other hand, in the pedestrian without the illuminating element, almost no distance could be measured. It was a maximum of thirty meters, which is very inadequate.

 

Just calculate the speed of 60 km / h, the car will drive 16 meters per second, so the driver will not be able to react at all. That is why I was afraid too. In addition to a slow-moving colleague, of course, another car that I did not know before did pass through the Choleric section. In the past test, we have also tried walking with a reflective jacket that carries the driver in the car kit (more about the test here). It was visible for three hundred meters, but it would not be nobody is wearing it on my way home from the pub.

 

The paradox is that a pedestrian with a flashlight will shine well, the driver will see it, but when a policeman sees him, he can just fine him. The flashlight is not a reflective element and does not comply with the law. Reflective elements have been a responsibility for pedestrians

Pedestrians who drive on the road in the dark or diminished visibility must also wear reflective vest for the year. Police sometimes even check and distribute fines. However, the effort was paid off. In the year 2016, 111 pedestrians died in traffic accidents. This is about 20 more victims than in 2015. It also started better this year, when seven pedestrians died in January, compared to 11 in 2015 and 2016. “The decrease in tragic pedestrian accidents is only outside the village, while in the villages the number of their victims was the same as in 2015, except for 20 people less than last year,” says Martin, head of BESIP.

 

Although the reflective material for pedestrians outside the community is obligatory, accidents occur when people are not wearing them. “Every accident is specific and we can hardly generalize that these people would live if they had reflective elements but would certainly have a better chance of surviving,” explains Martin. According to BESIP, it is shown that reflective elements can reduce the risk of a pedestrian accident by up to ten times under impaired visibility.

 

Moreover, the statistics show that the number of pedestrians who died after the accident in the village increased by four, while outside the village, where people would wear reflective elements, the number of pedestrians killed dropped by 10. The duty is still valid for the day visibility. Under such conditions, no one died in 2016, but three people a year earlier. BESIP supports wearing reflective elements of the campaign called “Do We See?” It informs you about the dangers that pedestrians are losing sight of. In addition to the cops, he has already given out a million reflective tapes.

When you are riding a bicycle or running at night, take care of your own safety. Visibility on the road will be provided by clothing with reflectors or special stickers, reflective tapes or wristbands. The obligation to illuminate the bicycle results from the rules of the Highway Code.

 

Bands, ribbons, stickers or reflective vests can be bought in hypermarkets, bicycle, automotive and sports shops, via the Internet or even at petrol stations. Single reflections cost about 2-6 zlotys. A reflective vest costs about 10 zlotys.

 

Running in the dark – clothes, tapes, reflective bands

A smaller crowd in the streets or lack of time to train during the day, there are some of the reasons for running at night. Deciding to be active after dark, you need to take care of your own safety. Visibility on the road will provide glare. Useful accessories for runners include, for example, reflective wristbands or self-adhesive tapes that can be applied to clothing. When buying sportswear (pants, jackets, blouses, sweatshirts), it is worth choosing models that already have reflective material on them. Stickers reflecting light on your legs or arms will make the runner visible to the car driver from a distance of 200 meters.

 

Running at night through the woods – a running torch

The headlamp will be useful during night training on uneven and completely unlit terrain, eg in the forest. The lamp is mounted on the head, you do not need to hold it in your hands while running, it s light falls exactly in front of the runner. It is good to stock up on spare batteries. It is best to go for training in a group, and if it is impossible, run only on paths that you met during the day. It is also worth mentioning to the family or roommates where to go and have GPS enabled in the phone. It is best to run in the forest when it is dry. Turning over on slippery mud or leaves may result in injury.

 

Bicycle lighting – recipes

The most important element of bicycle equipment at night is lighting. A cyclist who uses the road is obliged to comply with road rules. According to the Highway Code, a bicycle should be equipped with at least one position light at the front (white or selective yellow). At the rear, the vehicle must have a position lamp and a reflector lamp in a shape other than a triangle. Both rear bicycle lights should be red. To be more visible on the road at night, the cyclist can also put on a headlamp. You just need to remember that it cannot be mounted lower than 25 centimeters and more than 1.5 meters from the road surface.

 

Does the cyclist have to wear a vest?

In the light of road traffic law, a reflective vest is not mandatory during cycling. However, the cyclist should have reflective details on the clothing or helmet, eg stickers, tapes, bands. Light-reflective stickers can be additionally wrapped, for example, with pedals or bicycle wheels.

 

Riding a bicycle without lights – a ticket

A ride on a motorbike without lights may result in a fine. For riding a bike after dark or in tunnels without proper lighting of the vehicle, the police officer may issue a fine of PLN 100.
