The amendments establish that both the driver and passenger must wear a regulation helmet showing the patent number. The second person to go up also must bear a refractory vest with the same recording.
The requirement must be fulfilled in service stations for refueling.
Failure to wear a helmet and high visibility vest will be considered a serious offense in terms of the National Road Traffic Act and will involve the immediate abduction.
If a kidnapped bike is not withdrawn by the holder within 60 days of retention, will be decontaminated and compacted, it can serve a public purpose.
