Do not forget the reflective elements!

Darkness is still early, and so it was again a very recent amendment to Act 361/2000 Coll. on road traffic. It came into force on February 20, 2016, and its main objective is to prevent serious and fatal accidents caused by the fact that the pedestrian was not visible enough on the road. This is to ensure mandatory reflection elements, but unfortunately, a number of pedestrians who travel on unlit roads are unfortunately ignored. Many people think that the car has lights to see the driver. And that means they see them, so nothing can happen to them.

It is stupid to repeat all the media every fall. But there is still little. This is evidenced by one very sad number. Autumn and winter are likely to be signed by this issue too, in a very bold and sad script. What with this?

See and be seen

Remember that it is not only important to see, but to be seen! The driver who encounters the darkness of the pedestrian in dark clothes has an adequate response of only about 18 meters. Put into practice, this means that at a speed of 70 km / h, which is 20 km / h lower than the maximum speed limit outside the village, the driver does not have a response for a second. And in this time, pedestrians must notice and adequately respond. Is it even possible? And what happens when a pedestrian has at least some reflective fabric? The driver is then able to register it at a distance of 200 meters and has enough time for a reaction.

If you dragged on how to look like the right reflective material, then it is difficult to advise in this. The law does not unravel it, and we think any reflex element is better than none. Ideal, of course, is a reflective vest, but we understand that you will not normally wear it with you. However, it is also good to use reflective tapes that fit into each pocket and are available almost everywhere. Children can be “adorned” with iron-on reflective images with the motives of their favorite characters. Remember that if you are driving on a dark road without pavement, always keep the reflector on the hand or foot that is facing the road. So the driver will see the moving glare from the lights.

We’ve already met on our roads with some pedestrians picking up a cell phone with a flashlight turned on, and they use instead of reflective materials. It may seem like a good idea, but the cell or the flashlight itself cannot reflect the light coming from the car’s reflector, but on the contrary, it may lose it (like weaker sources of light). Moreover, these features are not visible from all sides.

Do you wonder if you are in danger of using reflective elements? In the first place, you are at risk of at least serious injury or, in the worst case, death. These are the most important reasons why you need to buy and use a 25-pound reflex tape. If you accidentally catch the police without it, then you will be fined up to CZK 2,000 in the block and from 1,500 to 2,500 CZK in administrative proceedings.

Audrey and Richard test the new uniform of ambulance personnel

DEN BOSCH – Sportier, fresher and more modern. This is what the new uniform of ambulance staff looks like. The old uniform is already 15 years old and no longer recognizable enough. A trial started on Wednesday. Audrey from Den Bosch and Richard from Aden are already walking around in the uniform.

Meanwhile, not only the ambulance staff is wearing yellow and green clothing. So it was time for another design: ‘the new blue’.

Clothing designer Karin Leger from Dint-Michelangelo designed the clothes and she started doing so already in 2017. “I started talking to people all over the country, telling them what they miss or want to keep,” she explains. There is a detail on the pants for a notebook. That was suggested by someone who had worked in Switzerland.

By attending exercises Karin discovered the needs of the staff: “I saw that the ambulance staff is on the ground a lot, their legs are lost, I have strips on the calves, so they always remain visible.” There is a lot of reflective tapes on the uniform, the back of the winter jacket even consists entirely of reflective material.

Probation

Over the next three weeks, 50 ambulance staff across the Netherlands will test the reflective clothing. This allows the design to be perfected. Among them are Audrey from Den Bosch and Richard from Aden.

“It is delicious, much more feminine and I also like the color,” says Audrey. Richard is also very pleased: “The fit is fine, and when I push through my knees, everything fits perfectly, and safety meets the requirement.”

Bantu product

Not only the designer comes from Bantu, but also the entire production takes place here. Supplier Wilt in Aden is working on the project together with clothing producer HAVEP in Lenoir. They were chosen on the policy in sustainability. The clothing is made under good conditions in Macedonia and the materials used are more environmentally friendly. “It is an example for the government, which makes me extra proud,” says the designer.

He hit a woman and was detained

The policemen arrested a man who was supposed to hit a woman within a pedestrian crossing by car and then leave the scene of the incident.

The day before yesterday in the evening there was a woman’s deduction within the belts on Wovoka Polanski Street in Napoleonic. The alleged perpetrator departed from the scene of the incident (more).

– Shortly after this incident, the driver of the car was stopped. He was sober – says Sgt. Pie. Alexandra Prepackage, press officer of the Aviator Police Headquarters in Napoleonic. The uniform in this matter will carry out further activities.

Let’s see the reflections! Police message

The safety of pedestrians on the road, especially outside built-up areas, depends on their good visibility. For many years, policemen have reminded us of the importance of the role of reflective materials in increasing the visibility of pedestrians and cyclists. Good visibility is one of the most important safety factors in road traffic.

The principle of “seeing and being seen” should guide us with adult pedestrians, but we should also talk about it to our children. Napoleonic policemen during all safety meetings remind us how important it is to wear reflective elements. Currently, many clothing, school bags, backpacks and shoes for children already have per-stitched reflective tapes sewn in.

Reminder:

  1. During poor visibility, when the pedestrian is wearing gray-black clothes and does not have reflective elements on the outer garment, the driver notices it with a long delay.
  2. Remember that in the dark the pedestrian can see the headlights of the car even from a distance of a few kilometers, but the driver will notice it only when he notices the silhouette of a man within the range of the car’s lights.
  3. In the dark, without reflective elements, we are visible in the passing lights at a distance of only 20-30 meters. If the driver is driving at 90 km / h, he will travel 25 meters of road in 1 second and there is no chance of any reaction when he notices a pedestrian in his path.
  4. However, if the pedestrian is equipped with a reflective element reflecting the lights of the car, the driver will notice it already from a distance of 130 -150 meters, which is about 5-10 times faster! It can save a living life.
  5. The widespread use of reflective elements in various forms – hangers, reflective tapes, reflective vests, bright umbrellas etc. – will make the pedestrian’s chance of avoiding a setback in poor visibility considerably increase, even if he makes a mistake, eg he will move the wrong side of the road.
  6. Correctly worn reflectors should be placed in such a place that they are in the field of car lights and are noticeable for drivers approaching from both directions (from the back and the front).

Attention!

Traffic law stipulates that a person moving along the road, after dusk, outside the built-up area, is obliged to use reflective elements in a manner visible to other road users.

No one needs to be convinced about this record, but it is worth bearing the “reflections”, even if the regulations do not require it, that is, best during the whole autumn, winter and early spring, both during the day and after dark. Not only outside the built-up area, but everywhere we move. This custom should apply to all pedestrians regardless of age and applicable law.

I want crossed pedestrian crossings near schools

Through the local councilor Kecks Gabriel and the public manager of the County Council, Sabot Josef, the UDMR insists that the City Hall should arrange the passage of pedestrians in front of each school unit in Ordeal.

The two held a press conference on Tudor Vladimir street in front of the Cassava Immure School, where a woman arrived last Thursday and took her child from school was hit on the pedestrian crossing. Together with Pot Abacus, president of the school’s parents’ association, politicians also presented the temporary solution they propose: the provision of flag boards and information boards for pedestrian crossings.

The local councilor, a teacher at Zachary Immure, showed that the school has submitted such requests to the City Hall as early as 2014 when the school was on Mikhail Eminence Street. Some have remained unanswered, the most recent promise a solution in a rather uncertain future.

“The sent addresses did not have any results. At the last of them, in November 2017, the City Hall replied that the request was examined in the Circulars Committee. It has determined that the pedestrian crossing will continue to be signaled in the same way, and the technical project on the traffic on the Levine street from the new bridge over Crisis Pederast will be regulated and its situation “, Kecks said.

Insisting that because of fatigue and agitation, drivers, parents, and children may be unaware of the passage, Sabot believes that the cost of a low-cost passage at the price of people’s safety cannot be balanced. Up to an acceptable solution on the part of the municipality, the parents of the students at the Zachary School have put into practice a pilot project: at the headlights of the pedestrian crossing, on the lighting pillars, they placed flags with reflective tapes to attract the attention of the drivers. The mechanism is simple, the pedestrians take the flag, raise it to make it visible to the drivers, and leave it on the pillar across the road, explains Pot Abacus.

He pointed out that the parents’ organization had begun to collect signatures for the installation of crossed-out passages or buttonholes at all school institutions in Ordeal.

Such solutions are already operational at the Art High School, Photofit Park, Lucian Blag High School or Dacha Gymnasium. Such an alienation was also mounted on the crossing of pedestrians near the Ceausescu school but, in time, deteriorated, as did the municipality’s interest in the safety of small pedestrians. They are best dressed in reflective vests or with reflective materials.

City Hall: We’ll analyze

On behalf of the City Hall, Deputy Mayor Berta Florin, the coordinator of the Technical Department, commented that “if we meet all the requests for pedestrian crossings, they will all be elevated”. He acknowledges that the City Hall rejected the request of the Zachary School last year to disrupt the passage from Tudor Vladimir, arguing that the street is crowded and the running speed is low. As proof of the care of the City Hall for pedestrians, Berta said that no more than last week was the request of the local councilor Pesto Halma to derive zebras in the Bighorn Episcopate, because it was justified.

“And as a result of our interest in pedestrian safety, 2017 was the first year we had no fatal accidents on pedestrian crossings,” the deputy mayor insists.

PORD handles walking vests and reflective gadgets

As part of the “Glassblowing w Mickie” campaign, police officers and PORD employees will hand out reflective vests and gadgets in several Pomeranian cities. The project will also come to Kart.

“Glassblowing w Mickie” is an action organized by the Pomeranian Road Traffic Center, aimed at raising road safety On Wednesday, February 6, vests and reflectors will be handed out in Kart.

– We want to encourage all pedestrians, both adults and children, to wear reflective materials even in built-up areas. Even a small reflection will allow the driver to notice the pedestrian earlier. It can save a life! – says Wizardry Wilkins, deputy marshal of the Pomeranian province.

In addition, the reflectors will also receive pedestrians from Gdansk, Spot, Goiania, Rumba, and Reba.

– We will give off reflections in the morning and evening at selected pedestrian crossings. Road policemen will also participate in the action, who will provide pedestrians with valuable information on road safety – invites Roman Noway, director of the Pomeranian Traffic Center. There are 500 reflective tapes and vests to distribute.

Everything to improve the safety of the youngest road users

180 reflective vests with reflective tapes went to children from schools in Narcoleptic and Sonatina Nanobot. This is the result of the activities organized by Ukase Marciano in cooperation with three companies from the Sleepless commune.

– It is not always safe to go to school for children who live in villages far from the city. The youngest inhabitants sometimes have to move along the side of the road, without a road or pavement. It is therefore important to carry out initiatives aimed at improving safety on the way of the youngest inhabitants of our commune. We decided to take this initiative – says Ukase Marciano, the originator of the action.

A total of over 180 reflective vests were handed over. Nearly 140 went to pupils from grades I-III from ZSP in Narcoleptic and kindergarten students from Katowice, Tokugawa, Grokking and Narcoleptic, and 45 to preschoolers and pupils from grades 1-3 of the Primary School in Sowing Nanobot.

In both institutions, sleepless policemen also appeared, who explained to children how to behave on the road, what to avoid, and the importance of reflective materials.

The initiative was organized by Ukase Marciano and forwarding and transport companies from the Sleepless commune: Ma-Sped, Chrystal, Kudu Slugging Transponder. – I would like to thank the companies and the Aviator Police Headquarters in Sleepless for engaging in this action – says the originator.

Experts want to change the law, pedestrians can not see

These are the most common accidents. Vehicle and pedestrian clashes. Experts from the BESIP and the police report that guilty – albeit inappropriate on both sides – is often the poor visibility of pedestrians. This is true not only in the morning darkness and evening darkness. Therefore, reflective clothing is still very important, such as reflective vests.

“The law, which applies to unlit areas of communications outside the community, requires pedestrians to wear reflexive elements in these places. But it should be paid everywhere, and our legislators should definitely take care of it, “said regional expert BESIP coordinator for our region, Gavel Karakul, at a recent security event.

The police, along with him, during weekly activities across the county debated pedestrians at selected busy places, alerting them to the need to be “seen” and giving them safety reflective tapes.

“Every security element, in this case, reflective materials, we welcome. Pedestrians often underestimate this, and we also agree with the extension of the law, “said police spokesman Latitude Monrovia.

STOPPERS DO NOT HAVE PRECISION!

But pedestrians are not only often “not seen”. The mistake is also their crossing of the road outside the marked transitions, a very common mistake is also a complete misconception of the fact that people have absolute priority on the transitions.

“The pedestrian must not enter the pedestrian crossing or on the road immediately before approaching the vehicle. The pedestrian must prefer the tram, “Martin Farář of the press department of the Ministry of Transport of the Czech Republic quotes from the relevant law.

The same law says the driver has the obligation to reduce speed or stop before pedestrian crossing, lowering speed or stopping drivers of other vehicles traveling in the same direction. In addition, the driver must not endanger or restrict a pedestrian who crosses a pedestrian crossing or obviously is about to stop and stop the vehicle. Attention! This does not apply to tram drivers.

“In short, the driver must not endanger or restrict the pedestrian in a situation where he or she is obviously about to go, not to mention the tram driver. The pedestrian must not suddenly enter the road ahead of the passing vehicles and must prefer the tram, “the deputy of the Ministry of Transport specifies.

The Ministry of Transport adds that at present, the Working Group also deals with the law on wearing reflective materials. “However, there has not yet been a concrete introduction of the surface wear of reflective tapes under certain conditions. For the time being, discussions have been going on to solve the issue properly, “the Farad said.

Ivan Hoffman’s Week: Unmade vest

The reflective vest that I carry next to the driver’s seat has been making me nervous lately. It’s orange. If I had to change my bike, I would look like that in the orange as a slipper, someone who is happy with a ridiculous retirement, does not mind the freezing homeless and leaves the usury for the cold. The rebel-wearing man wears a yellow vest. This outdoor supplement of a self-confident middle class comes from France, which traditionally dictates fashion and revolutionary trends.

The orange vest is all right as a luxury Ferrari, driven by someone who runs in a carcinogenic pesticide business, hormones, and monocultures, or profits from the privatization of public property. If I walk through the orange, not the yellow vest, no one thinks I could have anything against the tax frauds of the ultra-rich, that I am for the separation of normal banking from investment banking and against participation in aggressive foreign wars.

Rather, I will look like someone who, by rejecting the yellow vest, demonstrates support for “migratory waves that can not be accommodated or integrated because of the civil crisis we are facing”, and still enjoys the pollution of the world with plastic packaging!

My orange vest with reflective tapes does not miss anything. It is perfect, unspoiled. As a person who does not like throwing away the stuff, I would prefer if our representatives would come to fashionable yellow. After all, it is in their interest to ban the participation of lobbyists in political decision-making. They cannot be interested in the media monopoly and their interference with politics. And their health is also influenced by the policy of large pharmaceutical companies. Who else than my deputy should fly in a yellow vest for civil liberties and face public interference in education, health, or family?

Something tells me, however, that deputies and senators will not come to the parliament in the yellow vests. More likely, annoyed citizens in yellow vests of one beautiful day of parliamentarians will bring to frugal reality.

According to my life experience, those who say today that the yellow vest is a fashionable fad that does not look, they have one for sure in the closet. In order to fit, the yellow will win. I’d rather leave an orange for the general revision of the outfit. There must be a reflective material on it.

Safe Pedestrian Action in the Alexandrian Poviat

On Tuesday (22 January) from the early morning hours, Alejandra’s policemen carried out their own actions on the roads of the Alexandrian poviat. “Safe walking.” Activities lasted mainly in places where traffic incidents usually occur.

Pedestrians are a group of people who are more vulnerable than other users. Unfortunately, not everyone who moves on the road applies to the rules contained in traffic regulations. The main reason for pedestrian behavior resulting in traffic incidents is careless entry onto the road before a moving vehicle, moving on the wrong side of the road, crossing the road in a forbidden place and moving without reflective materials.

Any contact of a pedestrian with a vehicle in motion at the moment of impact exposes him to very severe effects. These people are not covered by the car’s body at the time of the event, they can not count on airbags. Therefore, special attention should be paid to this group of traffic participants. Unfortunately, there are still people who do not comply with traffic regulations. The road police officers revealed the most cases of passing in a prohibited place, but there were also pedestrians who move the wrong side of the road and do not use reflective tapes.

In front of 24 pedestrians committing offenses, the officers used instructions, while those who did not have reflective elements, police officers handed out reflective vests.

At what time should the reflective vest be worn

Last Sunday the regulations began to work. However, the fines for cyclists for not wearing the reflective vest and the lack of a decree have generated doubts and inconveniences for users.

The law of road coexistence that began to govern this Sunday, November 11, has generated several doubts and some criticism from cyclists, who have been forced to get off the road and comply with some rules such as a reflective vest, despite that these provisions were already in force in the transit law.

According to what is established in law 21.088, it is the Ministry of Transport that has to dictate a regulation with “the technical specifications of the safety elements for occupants of cycles, such as helmet, reflective tapes, brakes, lights and other accessories of security”.

However, this regulation has not been issued yet, so that for the time being, what the traffic law establishes in this sense continues to govern.

What’s wrong with the reflective vest?

In article 6 of the regulations for bicycles established in Decree 116 of the current traffic law, “from half an hour after sunset, until half an hour before departure and every time the weather conditions require, the drivers of bicycles that transit on a public road must wear a reflective vest, harness or shoulder strap. ”

That is to say, that its use is not necessary throughout the day, but only in the hours established in the aforementioned standard.

Meanwhile, as for the other elements of security, while the new decree is not issued, what is stated in article 5: “every bicycle must be equipped with plastic plates or reflective huinchas on the front and rear edges of each pedal Likewise, these will be located on the front and rear forks or, in the form of a circular arc, on the spokes of each wheel, in any case, red or orange reflective material cannot be placed on the front fork. “
