Fluorescent jacket: Towards a 2nd class ticket

The National Road Safety Council has just made its recommendation on the retro reflective vest motorcycle. Required (at least under the seat), do not wear it if need be fined in the amount of 35 €.

The NSRF therefore comes to shell its recommendations to the Ministry of Interior. Unsurprisingly, the new (not so new) one size of license plates and the transport of a retro reflective vest the Optional Port will figure prominently.

Even sanction an oversight flashing

It is by the end of the year that the recommendations will be, or not transposed into legislation, but the NSRF therefore formally proposed this morning that the obligation to have a retro-reflective jacket to be extended bikers and scooter riders.

Article R416-19 of the Highway Code

“The driver must be of a high visibility vest complies with regulations when it is brought out of a stationary vehicle on the road or its surroundings after an emergency stop. In traffic, the driver must have this vest at hand. ”

Warning, if no penalty will be applicable in case of non-presentation of this vest during a check, the non-use when necessary can be suppressed, as for motorists, with a fine.

To date, this is a 4th class fine but the NSRF proposes lowering it to a second class. Either 35 € fine for any motorcyclist or scooter driver which would not vest retro reflective is following an accident or an emergency stop. As much as a change of direction without blinking, it’s really dangerous act, very common and rarely (never?)

We will monitor the implementation of these proposals in the coming months, as the reactions of manufacturers, who already had to get rid of stocks armbands made for France before the cancellation of the project.

Dressing?

The 4 mandatory retro-reflective stickers on the helmet (under penalty of € 135 fine) are there to provide nighttime visibility of the biker when he is not on his motorcycle. Under such conditions, it therefore surprising that wearing the vest with a reflective vest in case of emergency stop is extended to motorcyclists. Unless it is considered bad mind to think that yellow waistcoat in the pipes for years, needs to be carefully imposed, regardless of what the moaners and statistics.

More elegantly stowing warning reflective vests

From 1 July onwards the general warning vigilance (European standard EN 471) applies in Germany. For this purpose, the Group is presenting an interior idea that not only increases the safety of the vehicle occupants, but also serves premium requirements.

As the interior experts emphasize, many drivers know the importance of the safety vest. But their sight is anything but beautiful, since the reflective signal colors often contrast strongly with the noble surfaces of a high-quality interior. To ensure that drivers are no longer required to stow away the legally prescribed warning vests in the door pockets, the glove compartment or even in the footwall, the warning vests in the interior idea of the Darla Group disappear in several small suspension units. These can be located, for example, in the center console, in the instrument panel as well as in the door panels and are therefore no longer visible. As a result, the noble look of the premium interior is not impaired by the bright neon colors of the warning vests and, in case of emergency, the life guard is nevertheless easy to find.

Level 1: Warning indicator after activation of the hazard warning light. If the hazard warning system is activated in the event of a breakdown, the occupants can, by touching, open the respective roof cover itself, then quickly remove their warning vestiges, overlap and then leave the vehicle. With an optical indication, which starts to light up when the warning light is activated, the Darla Group ensures that vehicle occupants also know exactly where the high visibility vest suspensions can be found even at night or in low light conditions.

The expert for interior systems of premium vehicles makes use of his leather competences, among other things. Thus, on the leather-clad areas of the cockpit only light-colored light arrows are visible, which indicate the exact position of the warning vest compartments to the occupants. This is made possible by backlit leather, in which the corresponding areas are penetrated by a translucent micro-perforation, which is not visible in the normal case. In addition, the edges of the covers of the warning vest compartments should also be illuminated for better visibility.

Stage 2: Automatic to wear a warning vest after an accident

In an accident where the airbags are triggered, the life-saving warning vests come out of the interior compartments at the same time and are ready to be used with lightning speed. According to the idea of the automotive supplier, the airbag sensors should also immediately trigger the release of the warning vests during a crash. The principle is comparable to a sudden pressure drop in an aircraft cabin, in which the oxygen masks also fall automatically from folding compartments above the seats.

Also here, according to the idea of the Darla Group, ensure the colored light arrows? And even in very poor light and visibility conditions, such as after an airbag shot, in which gases and talcum are thrown through the air and can obscure visibility. In addition, in an accident, the vehicle occupants are often in an extreme stress situation. The handle for the life-saving warning reflective vest is therefore to be intuitive, very fast and easy. The Darla Group is now looking for car manufacturers for the joint development of the interior idea.

Reflectors for pedestrians

German transport politicians dream like zero fatalities. For this purpose they have to decide but also unpopular things. For example, a duty-high visibility vest for pedestrians in the winter as implemented in the Nordic countries.

Stuttgart – The number of deaths is expected to rise in Germany this year for the second time in a row again – after a long period of decline. Experts expect about 3450 victims, 2014 were 3377. Almost 16 percent of traffic fatalities last year were pedestrians, more than a third of the 523 killed in traffic pedestrian died in the months of November to January. This figure could be halved, if you believe the studies that come from Nordic countries. Where it is dark in the winter especially long, are reflectors on clothes for pedestrian’s duty.

One reader, in Finland grew, told our newspaper, as the runs there: “Every year, in the fall of the great memories – Radio, TV, newspapers, everywhere, Embark visible – forget the reflectors not ‘!.” Even a child never let out the children without reflectors her grandmother. “She did well to us that they as adults during the day has its reflector in his coat pocket and in the evening reshot on tape, so that the hanging at knee level, because the amount the cars have their lights.”

Even a small plastic piece that reflects the light of the cars would help. According to Finnish studies, a motorist at night a passerby with reflector detect already 150 meters before. Without reflector is only 40 meters.

Prescribing want you in this country nothing

In Finland reflectors since 2003 duty in Germany, they have so far not been successful at pedestrians. School starters wear perhaps reflective safety vest and luminous satchel. Most adults, however, are without reflectors on the road – in winter also often even in dark clothes.

That it would be different better, one acknowledges the Baden-Württemberg Ministry of Transport. “It would have a positive road safety effect if all would move only dressed with reflective and light-colored clothes in public places at night always”, it says. But not everything Am working was also appropriate.

France has a high visibility vests mandatory for cyclists

In plain language, Hereby introduce a mandatory reflectors as in Finland or excite at the federal level, we do not think the Stuttgart Department of Transportation. “We inform people about the safety by bright or reflective clothing,” said a spokesman. “People can then decide for themselves how they want to behave.”

Also in terms of the visibility of cyclists, are employed in this country to inspect and voluntary. Focus of awareness campaigns is the lighting on the bicycle. The General German Bicycle Club (ADFC) shows students for example by means of a dark tunnel, how bad cyclists are seen without reflectors and lighting.

In other countries there is stricter for cyclists partly. Under French law, for example, since October 2008, for cyclists a reflective vest mandatory outside built – at night and in poor visibility. On posters, he was photographed in a yellow safety vest with the slogan: “It’s yellow, it’s ugly, and it matches nothing. But it can save your life. “

Mandatory bicycle equipment: reflective accessory for your safety

This is Mr. Bike his company! Our contributor Tanguy, inveterate cyclist urban, moves motorbikes in the streets of Paris. It tells you more about the essential equipment to have to travel by bicycle.

The tips and habits are variable in terms of safety equipment, but the Highway Code imposes certain elements. Here it is mandatory to have on his bike, on the understanding that this is a minimum equipment list and there is no limitation! In short, you need a minimum:

A white light in front and a red light at the rear;

A reflective vest if you drive at night outside built;

Two brakes in good condition;

Lighting in good condition

For night riding a bicycle must be equipped with a white light in front and a red light at the back. These lights are supposed to be fixed and not flashing. But the situation is somewhat unclear, insofar as flashing lights approved in other European countries are normally acceptable in France. Flashing lights attract more attention, but they reduce the ability to predict the trajectories in an unlit environment, the way a strobe. In any event, the lights usually have a fixed mode, and possibly a flashing mode, then to choose between.

White light Also point out that it is essential to respect the planned colors:  white front and red rear. Drive a red light on the front is not only unacceptable but also dangerous, because then flows the opposite of what is provided for other users. Additional lights such as brake lights, turn signals for changes in direction or beam lights can be useful but are not mandatory.

The visibility of equipment

In addition to the active light, the bike must be equipped with passive reflectors for good signaling. First a white front and a red rear (Article R313-20 and R313-18.), Often integrated with lights; at least one amber reflector on each wheel (R313-19) allowing it to be seen from the side and some on the edges of the pedals, which are normally supplied with.

Finally, for night driving outside urban areas, the rider must be of a high visibility vest, neon yellow with reflective strips. Additional devices such as reflective strips glued or beam reflectors, can be useful but they are not mandatory.

Reflectors and back reflection

The reflectors and reflective tape are particular features of retro-reflection. To understand what it is, we can compare two types of thinking.

Diffuse reflection: the white shirt

Illuminated by the headlights of a car, the T-shirt of a cyclist diffuses light of headlights in all directions, so it appears white both for the driver and a pedestrian on the edge of the roadway.

The retro-reflection: the reflector

Illuminated by the headlights, reflectors reflect the light in the direction of the light source, which is to say to the car, where they appear bright, as if it were acting electrical fires! On the contrary, a passerby, the reflector will appear dark, as if he was not informed.

To understand the interest of the retro-reflection, it is easy to experiment at home. Take your yellow vest and hang it on a coat rack leaving the reflective stripes prominently. Then, grab a flashlight and stay away from five meters. Then lighten the vest, holding the lamp near your head and admire how you shine when you are illuminated by the headlights of a car!

Vests are also dyed fluorescent yellow, which also has a very special way:

Ordinary color

Under lighting, ordinary objects return certain colors from the light and absorb the rest. Thus, a green shirt essentially returns the green light. White is a special case, which returns all colors and absorbs very little light, so that one can hardly imagine how brighter…

Fluorescent color

In the same light, a yellow vest does not just return the yellow component of the light. It also absorbs the rest of the light, but converts some extra yellow light, they then returns, so it appears brighter than a white object, but only in yellow color!

Finally, far from being a secondary accessory, the bell is also part of the mandatory equipment. Article R 313-33 indicates that it can be heard 50 meters, but without specifying the sound environment concerned. The key is therefore to be properly understood without the risk of pedestrians jump on his handlebars. This would also not consistent with the text that requires a stamp or a bell!

This is self-evident, but bicycle must be equipped with two efficient brakes as indicated in Article R315-3 of the Highway Code. It is therefore necessary to maintain its brakes repaired, provided that the shoe soles are not effective braking devices!

Well reflective equipped to circulate scooter

Scooter owners are often less equipped than motorcyclists, yet good equipment can reduce the risk in case of fall, like a safety vest be more visible without diminishing the pleasure and comfort of your travels. Here are some tips to equip you.

The rules to follow

The items of equipment must be CE, protecting the look will be favored with particularly bright or light colors and reflective materials. The equipment must be fitted and worn consistently.

Helmet

It is advisable to choose a helmet that has the advantage of protecting the face. It is important to try. Make sure it allows you to wear your goggles and provides good peripheral vision. To be effective, the helmet must be attached. If a fall or shock, and every 5 years at a minimum, it must be replaced.

Clothes

A thick jacket protects the elements as well as fractures, bruises and abrasions. It should be large enough to be comfortable even with several layers of clothing but tight enough to protect against impacts. The sleeves should be tightened not to go. It can be equipped with a reflective vest airbag that is triggered when the driver comes off the scooter.

The pants must be comfortable while being tight with protection at the hips and knees and possibly shins.

Gloves should cover the hands and wrists. They must be reinforced joints while allowing complete freedom of movement. Gloves should not slide.

Waterproof and flexible boots protect the foot, ankle and lower calf. They are equipped with non-slip soles and reinforced by a shell and at the ankle.

To not forget

Wear your equipment for all trips regardless of the season, weather or destination. You must be in possession of a high visibility vest to use in case of emergency stop.

The yellow safety vest soon extended to 2 wheels!

From 1 January 2016, the retro-reflective safety vest or high visibility becomes mandatory for motorcycles and scooters.

From the 1 January 2016, the yellow vest is mandatory for motor vehicles 2 and 3 wheel and 4 wheel without bodywork, as well as for motorists. The Government has finally settled after the weather vane on the subject for years!

Indeed, wearing the vest retro reflective security should be mandatory early 2013 by all drivers or passengers of a motorcycle, with an engine capacity of 125 cm3 or a vehicle of category L5e a higher power 15 kW. Repealed upon entry into force in favor of a recommendation of wearing the vest, the Committee for Road Safety decided to walk back.

A decree and an order just to extend the obligations of detention and wearing a high visibility vest by drivers of these vehicles (1). Wearing a reflective vest was previously applicable to motorists, and will be extended to drivers of a motor vehicle with 2 or 3 wheels (motorcycle, scooter …), or a Motor bodywork (for example a quad ) from 1 January 2016 as they have to leave the disabled vehicle .

Reflective Jackets: You must be careful

What is in other countries already mandatory, there will be from July 1, now in Germany: the high visibility vest compulsory, what motorists must pay abroad, read our tips.

Now they also come in Germany: From July 1, motorists are required to at least one safety vest kept in the car. In other European countries, from France to Croatia the flash plating has long been prescribed. “We generally recommend to put safety vests for safety reasons in case of a breakdown, no matter what country, are ADAC lawyer Michael travelers along the way, which break up by car in the summer. The best is, according to Nissan in the car for each passenger a reflective vest at hand – and not in the trunk, but to hand in the glove compartment.

With the high visibility vest compulsory it does not matter whether the vest is now manufactured in yellow, orange or red, such as the Automobile Association – protection (KS) informs. The KS Regrets that in Germany only the carriage of a vest is however required. With an offense threatened in Germany warning money of 15 Euros.

Different countries, different rules

The regulations for the safety vest duty and fines if not heeded, can vary from country to holiday destination. Things to watch out overlooking the high visibility vest compulsory in the various countries, we have put together for you.

“50 years later”in safety vest joint the procession

They have between 55 and 86 years and a safety vest that identifies them. In the last four years there has been no demonstration, protest, occupation or closure when iaioflautes have not participated. October 27 is his birthday and yesterday they held a concert at the Harlem Jazz Club.

The iaioflautes are senior wing of the movement of 15-M debut and coinciding with the explosive combination of cuts in public services and the banking bailout. Recalls Antonia Jove, 76 springs coordinator and member of the group: “Much struggles come from the past, but there are people who had never participated in politics.” “We put the Espy [Esperanza Aguirre, then president of the Madrid region]. Rastaflautes youth called 15-M and we turn, “said Jove laughs.”It had been said that the youth did nothing until he broke 15-M. It was a historical situation, but we had one, we had to join us; if one is left may have rusted body but not the mind, “says Felipe documentary Iaioflautes, past and future, the production Coop. Alfonse speak with him and Rosario, reminiscent as “50 years later” have returned to the street, dressing in high visibility vest, evoking the highlights, such as the occupation of the Barcelona Stock Exchange.

And even make jokes: “We have a lead, we’re seniors.” They refer to the fact that the police have never even touched a hair: “What has a hernia, take a pill,” they say, aware that his presence at the end of the protests who provides security to the front. “Somehow stop the aggression,” they agree.

Many iaioflautes share the dual activists and victims of the crisis: they have family responsibilities and exert pillow alleviating difficult situations of their children and grandchildren in reflective clothing because their pensions. Despite this dedication, or perhaps precisely because of this, they have mobilized by the cuts, in early May in workers’ struggles as Panrico against the rise of public transport, have supported victims of evictions continue celebrating … a monthly meeting at the Ateneo Red even have a chorus of protest repertoire. To the barricades sing with lyrics adapted to the present, Grandola Vila Morena, Canto a la libertad … As the concert yesterday.

High visibility vest becomes mandatory in Germany

From 1 July 2014, the Germany imposes reflective vest to motorists, but in Italy it is compulsory to wear it for 10 years. Germany has finally decided to require that high visibility vests for German motorists. Reflective vest, which in Italy is compulsory to wear when they leave the car in the evening, from, next July will be monitored by German police on all cars. But how is it that Germany, a model of efficiency and safety of the infrastructure, is around 10 years than in Italy?

Also required for tourists but only by car – It ‘Steno that Germany and Switzerland, among the European countries that are more efficient road safety one of their icon, are still the only one of the few not to impose high visibility vests for drivers. While Switzerland, in fact, will only continue to recommend to drivers in Germany will become mandatory hold drive from 1 July 2014 and triggered the obligation for those who pass the borders of Germany only for the holidays. A problem that should not worry too much motorists Italians, since we have the vest is compulsory equipment since 2004 in Italy. While here, however, is mandatory to wear it if they leave the car in the event of bad weather or poor visibility (Art.162 of the Security Council), Germany motorists will not be able to show it to the police during routine road checks will risk a fine. The German obligation to keep it on board but oddly is not extended to bikers and campers.

How to be the vest reflective – The vest (or reflective braces) high visibility must bear the CE mark and the symbol of the UNI EN 471, which lays down the characteristics for work clothes police and professionals roadworks. In Italy it is essential to wear, for example in case of a breakdown, not only to avoid a fine of 39 Euros and 2 points less on the license but for their own safety. The ideal would be to have one for each passenger transported, because in case of an accident everyone should be able to leave the car and take cover in total safety, even if the Highway Code takes into account the only driver in the event of a breakdown. Have at least two ready and not in the trunk is crucial (see the instructions to avoid ending up killed on the highway).

Each country is a standards se – It ‘really curious to note that in Europe the application of standards is so varied as to oblige those who cross the border frequently to know the traffic regulations of each country. The high visibility jacket is mandatory in almost all the European Union except in Switzerland, where these are the mandatory daytime running lights. The same applies to Bosnia-Herzegovina, while in Ukraine the headlights are compulsory day only during the winter, unlike Portugal, Belarus, Greece and the UK where it is recommended the use of headlights during the day. Enclosed you will find a map of the European countries where it is legal requirement to carry a high visibility vest.
