The “high visibility” jackets for the children

To ensure maximum safety for the numerous children enrolled in the pied bus, the municipal administration has acquired 120 high visibility vests. “The vest – explains Sara, municipal councilor for education – will be distributed in the coming days: it is a useful measure in the context of a service of accompanying children to increasingly safer school.

The Pied bus, thanks to the active contribution of about 30 adult volunteers in safety vest as chaperones, performs a task of great importance, as it offers pupils a moment of socialization and, at the same time, allows the most healthy and simple physical activity, walking. It is certain that an activity of this kind requires an eye on the part of the municipal administration.”

The children enrolled in the Pied bus of Bellagio (an initiative desired by previous administrations and active for many years) are a hundred. The reflective vest is designed to be worn both in summers, over a shirt or a shirt, or in winter, over a coat or a jacket.

A “technological vest” increases the safety of cyclists

The development of a modular device in the shape of a safety vest that provides information to drivers is the goal of one of the projects that is developed in Cesar laboratories.

LAMP or ‘Look at me please’ is the name of one of the projects selected in the first call Cesar Labs, which are developing different open jobs and driven by citizens in laboratories Cesar from the Art and Technology Center of Zaragoza. This project, whose idea sprang from the mind of the Zaragoza geographer, Immaculate, has been taking shape in recent weeks with the help of a team of five professionals with very different profiles but who share one objective: to contribute to increase visibility and safety of cyclists when they use the bicycle in the city.

Its promoter joined the phenomenon of wearable technology with the boom of mobility on two wheels and did it, above all, thinking about the protection of those cyclists. “Although the number of incidents is decreasing and circulation improves with the bike lanes, accidents still occur,” says Bareilly. “The basic idea is to raise the awareness of the driver behind the bike. If you have someone who, in front of you, indicates where you are going, you are already on notice. The cyclist feels more secure, watched, and encourages a peaceful coexistence in which we are all equal and can live together respecting the rules of circulation, “he adds, not forgetting to mention the environmental benefits inherent to the use of this means of transport.

Taken into practice, his project whose prototype was presented last weekend at the event Zaragoza Maker Show. It is based on the development of a modular device that takes the form of a vest or dorsal, with reflective tape parts and subject to the wearer through of handles and a belt, also designed for bicycle users, for skaters or runners who want to send information of interest about their maneuvers to vehicle drivers, other cyclists or pedestrians. “Through it I can indicate if I’m going to turn to the right or to the left without having to raise my hands from the handlebar; something that can be used to avoid shocks or accidents, especially when driving on the road, “explains the head of LAMP.

For the time being, this technology allows sending turn signals – through flashing LED lights located to the right and left – and communicate that the march continues and that the user of the device is circulating – two red lights flashing. According to Bareilly explains, the operation is simple: “The cyclist puts on his vest, turns it on and, through a control knob installed on the handlebar of the bicycle – now in development, with only one finger, he can send the different ones information to indicate turns in an intuitive way and through a joystick “, specifies. The connection between the transmitting element and the receiver is made through Bluetooth. “It could also be a wired, infrared or radio frequency connection. In addition, we do not rule out incorporating other options such as a GPS module, “they say.

They say that what makes this project different is its simplicity and lightness. In the opinion of your promoter, it is essential not to have to choose between the visibility of the cyclist and his comfort: “It has to be a useful object without being a hindrance or consuming too much energy. Other existing models consist of larger backpacks or jackets with integrated lights. “Among its advantages it states that this device can be easily disassembled and washed, in addition to recharging your battery with a mobile phone charger.

The creator of ‘Look at me please’ recognizes that she would love that Zaragoza was the city that bet to integrate this product into its environment. “I hope that a company can be born from this project. For now, we have developed the prototype and we have support, we have become known among the cycling groups and we are in the advisory phase, “he reveals. Meanwhile, they are working to take the following steps with the aim of making their project real, also helping to promote the use of bicycles and high visibility vest in the city.

The FR reflective vest for drivers

Like most of the garments used today, the reflective vest sold made from this chemical material, which is highly flammable, but this also occurs with other products.

The professor of the Faculty of Chemical Sciences of the U. of Chile, José Romero Reyes, told 24Horas “all material is burned,” but that the difference lies in the time it takes some to be burned. “The most advisable thing would be to use cotton or wool vests, they will burn, but much slower”, explained the chemist.

“As a synthetic fiber, polyester burns much faster and sticks to the skin if exposed to high temperatures,” he added. It should be note that the reform approved to the Traffic Law, does not explain the material that the high visibility vest must have, but the components of it must possess. In this regard, the Executive Secretary of the National Traffic Safety Commission, Gabriela, told this website that “the fabrics used for its manufacture do not differ much from those used in common clothing, which would be exposed at the same risk of flammability as any other.”

NON-PROFESSIONAL USE

Although it may trigger consequences for the health of people, in this case the manufacturing material is not a relevant issue for the emergency management expert Michel. In conversation with 24Horas, De Herb said that the criticism for polyester “occurs out of context,” since the law was made so that the vest is worn for non-professional use. “It does not have to be greater or less flammable,” said the aforementioned, clarifying that the implement only fulfills functions to provide greater visibility. The Cohasset shares the assertion, since it accentuates the objective of the regulation, being the vest “an element to be visible” and not of risk.

REGULAR YOUR SALE

According to he added, one of the objectives should focus on improving the standard in the sense that the sale of safety vests that meet all the recommended characteristics is guarantee. That is why the expert emphatic in declaring that “the norm says that the tapes have to be seen, but nothing guarantees you that it complies with, for example, the size of these or other fundamental aspects, which generates an informal trade”.

Nine questions about the use of the reflective vest

It completed the first three days since this element is mandatory, there are still several questions that arise in the drivers, so here we clarify certain doubts.

– How should be the reflective vest?

It must be yellow, made of fluorescent material, and have strips of retro reflective material with a width of not less than 50 mm.

– What are the vest models that comply with the regulations?

Model 1: The vest can have a horizontal band that surrounds the torso, and two bands that join from front to back over each shoulder, forming an X on the back. The lower part of the torso band should be at a minimum distance of 5 centimeters from the bottom edge of the vest.

Model 2: Two horizontal bands were surrounding the torso, separated by a minimum distance of 5 centimeters. The lower part of the lower band must be at a minimum distance of 5 centimeters from the lower edge of the vest.

Model 3: Two horizontal bands were surrounding the torso, separated by a minimum distance of 5 centimeters, and bands that join the upper band of the torso from front to back, passing through each shoulder. On the back, they form an X. The lower part of the lower band of the torso should be at a minimum distance of 5 centimeters from the lower edge of the vest.

– Where should I store the vest and when should I use it?

This vest must always be in an accessible place from the inside of the vehicle, as if the glove compartment and the driver must put it on before getting off the vehicle to attend an emergency.

– Do fines also apply if I do not wear the vest when appropriate?

Since this decree only regulates the carrying of this article and not its use, Carabineers will not be able to fine people who leave the mobile without the high visibility vest, but only those who do not have it in their car.

The commander José Luis Ojeda in statements to La Tercera, who said that, clarified this “Carabineers cannot go against what is established, the only thing that is established is decree 22, what it does is add to the security kit, the reflective vest”.

– Do I risk a fine if I do not carry it in the vehicle?

Failure to comply with the wearing of the reflective vest will constitute a slight fault, which translates into a fine that ranges between $ 9,000 and $ 22,500 (0.2 to 0.5 UTM).

– Where the Carabineers control carried out?

Carabineers will be able to carry out the pertinent controls when they so decide, in urban, rural sectors and on roads.

– What is the value of the vest?

They can found between $ 2,500 and $ 5,000, both by Internet distributors and in traditional stores.

– Is only the reflective vest required in the safety kit?

No. In addition to the documents, the vehicle must have Fire extinguisher, cat and wheel keys, spare wheel, first aid kit, and two triangles.

– Will motorcyclists have to comply with this decree?

Although there have been circulated complaints of fines to motorcyclists who did not wear the reflective safety vest, the authorities have clarified that motorcycles should not necessarily comply with this measure.

The yellow vest is soon mandatory for delivery men

Like motorists, drivers of a two- or three-wheeled motor vehicle will be required to wear a high visibility vest when traveling.

As of January 1, 2016, all drivers of a motor vehicle with two or three wheels (motorcycle, scooter …) or a motor quadricycle not bodied must have a high visibility vest commonly known as “yellow vest “. Professionals who use these means of locomotion in the course of their work (couriers, delivery men …) are no exception to the rule. Indeed, they must have this vest on them or in storage of their vehicle (net, trunk …). In addition, they must wear it before leaving their vehicle in case of immobilization on the roadway or its surroundings following an emergency stop.

And be careful, the driver who does not respect these new obligations may be penalized. The non-possession of the reflective vest will be liable to a fine of € 11 (up to € 38) while forgetting to wear the safety vest when getting off the vehicle following a stop emergency will be sanctioned by a fine of 135 € (up to 750 €).

However, by exception, the police court may decide to charge the employer the payment of fines. In fact, given the circumstances and working conditions of the driver (the pressure exerted by the employer to shorten delivery times, for example), the fine may be paid, in whole or in part, by the employer.

Be careful therefore to provide your motorcycle two-wheelers with a safety vest from next year!

ADAC safety vests: schoolchildren got vest

ADAC distributed with the Lord Mayor Safety reflective vest to schoolchildren. Start of the action at the community school Carl Schurz. Still in Germany, too many children are still in traffic. Particularly in the autumn and winter the accident risk increases, because the small traffic participants are often seen too late because of the morning darkness. This is why all school beginners in Germany receive a shining safety jacket.

Since mid-September 770,000 security vestments have been distributed to more than 16 700 schools across Germany. This is also the case on Monday at the Bonner Carl Schurz. Bonn’s mayor Jorgen, the board member of ADAC, Gird Blame, and the head of the branch letter Deutsche Post DHL, Heike Mars, handed over 80 safety vests to the first years.

Conductor Patricia Schulte’s opened the action: “We would like to thank the sponsors, a great action.” Nymphs added: “Every child is to be seen well, especially to the youngest that have been trained.” In 2012 6418 children under 15 years of age, 178 of them in Bonn died in road traffic. Ten children died; in Bonn fortunately none. “This is 15 per cent fewer accidents with children nationwide, but children died in the end, which is an incentive to continue our work,” says Blame.

Altogether, around 3200 high visibility vest are distributed to 58 schools in Bonn, and 175,000 are nationwide at over 3550 schools. “We’ve packed about 18,000 parcels for schools all over Germany, and we’re making a clear mark with strong, credible partners,” says Mars. At the end of the event, each child was given a group photo of colored pencils and balloons. The campaign has already been carried out in the fourth year by the “Yellow Angel” foundation of the ADAC, the BILD charity organization.

Safe on the way to school

To safety: 50 girls and boys of the first two classes of the primary school with their new safety vest. The picture shows the primary schoolchildren with headmaster Stephanie Bachmann (in the foreground) as well as in the background (from the left) Teacher Sonja Riedel, Klaus Ulbricht, Ronny(ADAC), police superintendent Volker, Mayor Mathias, Barbara and teacher Lena.

The motto of the action of the ADAC Niedersachsen / Sachsen Anal, the police and the Post DHL, which yesterday equipped the two first classes of the primary school with 50 safety vestures, is “quite bright”. Nationwide 70,000 first-graders receive the safety vestiges, with nationwide 750,000.

Embedded in a nice entertainment program with singing, designed by the first and second classes of the school, the transfer took place. “In dusk or in the dark, children with yellow, reflective vests are visible from about 140 meters away.” Stephanie Bachmann welcomed the ADAC staff member Barbara, the “Yellow Angel” from the ADAC staff service Ronny, Mayor Mathias, Klaus Ulbricht of the Menden and police officer Volker Grebe, the contact person for all schools and kindergartens in the old district of Menden.

Volker Grebe appealed to the children to wear the safety vest not only on the way to school, but also outdoors during their free time. “The West does not just look cool, they also protect you,” he said. The bright yellow, reflective vests with hood and the traffic detectives Felix and Frieda on their backs make children especially visible in the dark season on the way to school and in the leisure time. Road users can recognize children early with a safety vest and react in time.

“At dusk or in the dark, children with the yellow, reflective vests are visible from about 140 meters away,” explained Barbara. As a comparison she called darkly dressed children, which can be seen only from 25 meters. Together with Tristan from the second class and Mathias Eiders, Grebe made a flashlight experiment in which he impressively illustrated how to see with and without a vest.

ADAC staff member Barbara also mentioned a competition where the children who wear the high visibility vest can participate and win 500 Euros for the class.

Motorcyclists should wear a reflective vest

The Government decided to extend to the whole country the measure that obliges motorcyclists and their companions to wear

The Government decided to extend to the whole country the measure that obliges motorcyclists and their companions to wear reflective vests, which must also have printed the domain of the vehicle, which should also be placed in the case.

Since its implementation will be mandatory the use of such elements, otherwise the police will be able to apply economic fines and even retaining the wheels, said from the National Road Safety Agency, which official the implementation of the measure.

The purpose of the provision is to reduce acts of insecurity, criminals who use motor vehicles to reach the scene of the assault and escape quickly. As usually these episodes are carried out by two people, the mandatory of the high visibility vests and helmets with the registered patent also rules for the companion.

This resolution is already in force in the province of Buenos Aires and will be extended to the rest of the country. In this sense, as in the province of Buenos Aires, those working at service stations will not be able to fuel vehicles whose owners do not have a vest and helmet and the domain printed on each of those elements. San Rafael currently rules an ordinance that allows stationers to refrain from refueling motorcyclists who travel without the helmet.

In our city the possibility of making the measurement of the safety vest and helmet with domain generated rejection of those who use the bike as a means of transport.

Those who reject this provision allege that it is “discriminatory” and can be easily breached.

Drivers do not have to throw away old safety vest

The Ministry of Transport demented the report that drivers would have to change their safety vests in their mandatory equipment. According to earlier reports, it would be necessary to have reflective vests meeting the new standards in the car. This concerns only newly manufactured products, so it is not necessary to discard old ones.

The Central Automobile Club of the Czech Republic on its website informed on Tuesday that the drivers will have to reach their mandatory equipment and replace the reflex vests with the new ones in order to meet the updated standards. New vests are better visible on the road.

The old reflective vest is labeled EN471, the new CSN EN ISO 20471: 2013. The “notification person” and its four-digit identification number should be mentioned on the vest, the ÚAMK said.

Turning right and red – This very clever rule is applied mainly in the US. Helps reduce traffic density. If the driver turns to the right and has red, he is at the junction with the traffic lights as if there were a stopwatch. He goes to the junction and stops to have a good view. If nothing goes left, it can continue. In the Czech Republic we can find traffic lights with green arrows, but the nationwide rule would have a bigger effect. Drivers for Beginners – This solution has been going on for a long time in the Czech Republic as well. In many European countries, beginners get a special driver for a year or two. At that time, they are subject to more restrictive rules, such as less promiscuity of alcohol at the wheel or higher penalties for an offense. In some countries, a young driver must be accompanied by a more experienced person for some time.

The Ministry of Transport but the ÚAMK report demented on Tuesday afternoon: “The protective properties of vests, which corresponded to the former European Standard EN 471, are sufficient in terms of safety and correspond to technical requirements, so I would like to reassure the drivers that they do not have to throw away vests they bought earlier New, “said Transport Minister Dan.

“It is true that the vest that is part of the mandatory equipment must conform to a European standard (EN 471 or EN ISO 20471), but it does not show that older vests complying with this standard are inadequate and people cannot use them”.

The requirements of the revised European Standard apply to new products marketed by manufacturers. Manufacturers also continue to be required to affix the CE marking to the product, which reflects compliance with the essential requirements of the Government Order and the Directive.

However, the high visibility vest in the mandatory equipment of the vehicle is not one of those protective clothing, for which the number of the notified body carrying out the check must also be indicated. This concerns other, specialized, protective equipment, the ministry writes in its statement.
