Reflective elements save lives and money for fines

From 20 February 2016, amendments to the Act No. 361/2000 Coll., On Road Traffic, have begun to apply. Pedestrians have a new duty to wear reflexive elements for poor visibility when moving on public roads. Since last fall, BESIP has been alerting the campaign “Do we see?” It aims to teach pedestrians to use reflexive elements. BESIP, in cooperation with the Police of the Czech Republic, distributes 500,000 reflective tapes, 100,000 reflective vests for seniors and tens of thousands of reflective laces and youth cups.

MEPs passed a law imposing the obligation to wear reflective elements while traveling on roads outside the village, which was approved on December 9. The people who leave without them in the darkness or fog, that is, in a diminution of visibility, as pedestrians on the road between two villages, will again face a fine between 1,500 and 2,500 crowns.

Pupils received reflective tapes

No pedestrians or cyclists on the roads are unnecessarily risk-free. Mainly under bad light conditions, drivers are poorly visible. Reflective elements were also recently received by schoolchildren in the municipalities.

He wanted to remove the right to measure the speed of the chairmen of ODS senators and the Mayor of Teplice. Senate Vice-President proposed to allow cyclists, either according to the Austrian model, 0.8 per mile of alcohol in the blood if they were traveling on third-class roads and / or cycle paths, or alternatively 0.5 per mile. He also wanted to limit the maximum penalty for alcohol for cyclists to 500 crowns.

BESIP, in cooperation with Active Czech Republic’s Mobility Unit, has prepared an exhibition in Prague, based on reflexive elements, from their use to clothing to more and more popular reflexive tapes, an attractive part of the exhibition and a look into the future. We will see the unique models of dresses of Slovak designer Susana who used lighting elements for women’s dresses and accessories, but also the use of this technology in the near future: from warning vests through rescue workers’ clothing to accessories for athletes.

 

BESIP security patrols will also be part of the festival and will help to ensure the safety of people traveling along the festival’s path in bright shining clothing. “By working with the university and the company that is in charge of commercial patent use, we are among the first to get the final prototype vests that not only meet all the parameters in terms of the use of reflexive materials but also feature luminous elements. This adds a new dimension to pedestrian visibility, “adds Martin.

 

“However, it is important to STRESS that such an outfit requires an active source, and for the visibility of pedestrians there is something extra. By law, the pedestrian outside the village must be equipped with reflective elements and any light, even self-evident and visible, is not sufficient. Let us add that, as of 20 February this year, an amendment to the law, which clearly sets out pedestrians outside the municipality, obliges them to wear reflective vest that are visible to all other road users, front, back and side. In this sophisticated period, it should be remembered that the reduced visibility is not only the time from sunset to its east, but also fog, heavy rain or snowfall, so reflective elements are mandatory under these conditions even at the time of day.

Crashed pedestrian without reflective elements

As of February 20 this year, pedestrians traveling outside the community have a duty to be equipped for reduced visibility by reflective elements. If the pedestrian does not have and has become a participant in a traffic accident, the insurance company may withdraw from the cash benefit.

Reflective clothing must be worn by anyone outside

In Slovakia, as in the Czech Republic, it is mandatory to use winter tires if the conditions require (a continuous layer of snow, ice or frost is on the road). Reflective clothing must be worn by anyone outside the village on the road due to vehicle failure, tire defect or traffic accident. Obligation also applies to motorcyclists. Otherwise, a fine of 150 Euros (more than 4,000 crowns) is threatened. Daily lighting is mandatory all year round.

 

In Slovenia, it is better to go on winter tires (local drivers will probably also use the possibilities to ride in the summer, but in this case, they have to have snow chains in the luggage compartment and use them in the winter conditions). The reflective jacket must be worn by anyone who comes out of the vehicle in the event of a breakdown or a traffic accident. The required number of vests must be carried in the cabin, not in the luggage compartment of the car. Daily lighting is mandatory all year round.

 

Snow chains necessities

In Switzerland, it should be borne in mind that some roads may only be permitted to enter the snow chains. The use of reflective vests is not required; on the contrary, daytime lighting is mandatory all year round. Outside of the village, the audible warning signs must be used in front of sharp corners in places with impaired visibility, and in the dark, the lights are blinking briefly. Attention to pedestrians, they are accustomed to a high degree of courtesy and tolerance on the part of the drivers, they can, without proper oversight, enter the road and in places where we do not normally expect it. Drivers who have prescriptions for glasses must have one replacement pair with them.

 

In Italy, the use of winter tires is not obligatory, but some roads may be allowed only with snow chains. It is not only for the driver, but also for every passenger, to carry a reflective vest for its eventual use. If a vehicle on the rear carrier exceeds its dimensions carries any cargo, it must be marked with a reflective, red and white diagonally striped square measuring 50×50 centimeters. Daily lighting is mandatory throughout the year when driving out of the inhabited area and also in rain, snow or otherwise diminished visibility. Rear fog lamps can only be used in visibility, reduced to a maximum of 50 meters, under heavy rain or heavy snow.

 

In France, the use of winter tires is not obligatory, but some sections of the road can only be admitted with them, respectively. Reflective jackets for both driver and passenger must be transported in the vehicle cabin. Daily lighting is not mandated, but recommended. In general, outside the village, you can drive up to 90 km / h on highways up to 130 km / h. This restriction also applies to persons holding a driving license for a maximum of three years. It definitely does not pay to carry or even use a radar detector. Otherwise, a fine of 1500 Euros (over 40 thousand crowns) and the seizure of the respective device, in the extreme case also of the vehicle, will be imposed. Beware of overtaking cyclists. Inside the village, a lateral distance of at least one meter is required, outside the community of at least 1.5 meters. Since the beginning of October, the French police has been very hard, is ubiquitous and uncompromising.

Police distributed reflective elements to cyclists
